India's cooperative dairying program is widely celebrated as an example of successful rural development, yet the meanings of this success have been understood mainly through the pronouncements of national and international development agencies. Within such official narratives, there has been relatively little engagement with the geographies of dairy development, both its place-specific productions through political contests, availabilities of labor, and distributions of agricultural resources, and the unevenness of its outcomes across rural India. This absence is even more surprising given that village-level cooperatives comprise the foundation of India's dairy development program, and the work of women within rural households is continuously invoked as an integral part of the dairy work. This book extends and enriches current understandings of cooperative dairying in India to show both its value to rural communities as well as the limitations of its participatory structures. Combining comparative and ethnographic approaches, explanations for the diverse outcomes of cooperative dairying are provided from the perspective of the people and places directly involved in the everyday reproductions of rural development. This book contributes to existing understandings of rural development and rural geographies in four significant ways. First, by following histories of development from their local origins to their national and international appearances, the global genealogies that are usually attached to development are rendered more complex. Second, by connecting cooperatives to place, the ways in which participation in development reflects local struggles for power and, hence, are structured through local inequalities, is revealed. Third, by linking dairying and agriculture, the continuing importance of resource distributions in shaping the outcomes of rural development is highlighted. Finally, the crucial role of household divisions of labor in the success of village dairy cooperatives is explicated through showing how struggles over the meanings of rural women's work become key to enabling household-level participation in dairying. Annotation Makes recommendations for removing the barriers women face in contributing to and benefiting from sustainable economic development. International experience has proved that support for a stronger role for women in society contributes to economic growth through improved child survival rates, better family health, and reduced fertility rates. Nevertheless, women still face many barriers in contributing to and benefiting from development. These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations. This book aims to unravel how rural gender regimes are constituted, enforced, made sense of and resisted, and how struggles of resistance lead to empowerment and change in various countries in the four corners of Europe as well as Australia and India. The book focuses on the intricate relationship between laws and institutions and everyday life. It analyzes on the one hand how laws and institutions are constituted and on the other hand how gender regimes are built at the local rural level, sometimes in compliance with these frames and sometimes contesting them. The articles, in diverse ways, give voice both to women's struggles for recognition and men's voices in gendered rural societies. Through applying the concepts of the welfare state and gender regimes within rural research, this book contributes to the further development of a comparative theoretical framework for rural gender studies. The importance of integrating rural gender studies into both the mainstreams of rural and feminist research has been emphasized in previous research, as has that of developing comparative analytical frameworks. The conceptual framework adopted in this volume sets out to meet this challenge by approaching rural gender relations as the meeting point of two core research areas: gender regimes and rural transformative processes. Research into gender regimes offers a promising analytical framework for comparing gender relations in diverse rural settings. At the same time, by addressing rural concerns deriving from the specificity of rural transition processes and gender regimes, the approach also contributes to an elucidation of the complexity of citizenship.
