Wind measurements taken during two storms in March 1967, using a dual-beam incoherent radar, are in good agreement with those obtained with a Doppler radar. During a third storm the dual-beam results fluctuated with apparent periods of the order of one to three minutes. A theory is developed to explain these fluctuations as the result of eddies of one third to one mile diameters and peripheral speeds of one quarter to one half. A limitation on range is derived for dual-beam wind measurement in cyclonic storms. Design criteria relating to PRF, wavelength, and antenna size for dual-beam wind-measuring radars are developed. The ideas of Atlas and Wexler on wind measurement using a dual-beam incoherent radar have been extended. An alternate theory for this measurement technique is presented. It is shown that the normalized Doppler spectrum can be obtained by convolving the normalized contamination spectrum (shifted by the radial component of the wind) with the normalized antenna pattern (stretched by the tangential component of the wind). This approach allows the following generalizations from the theory of Atlas and Wexler: The two beams need not be identical in shape and peak gain; The individual antenna patterns need not be Gaussian; The angle between the beams may be large; The volumes observed by the two beams need not have equal reflectivity and equal contamination variance.
