The 12 essays in this volume examine the concept of intent in defense, security, and foreign-policy contexts. They provide operational and academic perspectives on measuring the intent of adversaries, including nation-states and nonstate actors, and understanding the relationship of intent to behavior. The essays apply the insights and methods of multiple disciplines-anthropology, psychology, political science, neuroscience, and others-to the study of intent, for which there is currently no coherent body of research. As Lt Gen Robert Elder, USAF, retired, notes, we are good at estimating an adversary's capabilities but not as good at estimating his intent. To influence an adversary's behavior, we must understand the perception-to-intent-to-action dynamic that underlies his behavior. Why are some parts of the world so rich and others so poor? Why did the Industrial Revolution--and the unprecedented economic growth that came with it--occur in eighteenth-century England, and not at some other time, or in some other place? Why didn't industrialization make the whole world rich--and why did it make large parts of the world even poorer? In A Farewell to Alms, Gregory Clark tackles these profound questions and suggests a new and provocative way in which culture--not exploitation, geography, or resources--explains the wealth, and the poverty, of nations. Countering the prevailing theory that the Industrial Revolution was sparked by the sudden development of stable political, legal, and economic institutions in seventeenth-century Europe, Clark shows that such institutions existed long before industrialization. He argues instead that these institutions gradually led to deep cultural changes by encouraging people to abandon hunter-gatherer instincts-violence, impatience, and economy of effort-and adopt economic habits-hard work, rationality, and education. The problem, Clark says, is that only societies that have long histories of settlement and security seem to develop the cultural characteristics and effective workforces that enable economic growth. For the many societies that have not enjoyed long periods of stability, industrialization has not been a blessing. Clark also dissects the notion, championed by Jared Diamond in Guns, Germs, and Steel, that natural endowments such as geography account for differences in the wealth of nations. The two studies in Interest Groups and Elections in Canada explore the nature and influence of special interest groups. They consider different aspects of the question, "In the context of the Canadian Charter of Rights and Freedoms, how can the laws intended to secure a fair electoral process be reconciled with freedom of expression?" Janet Hiebert reviews the limits on interest groups adopted in 1974 and amended in 1983, profiles the groups involved int he 1988 federal election, and discusses relevant legislation and jurisprudence in the provinces and abroad. She concludes that spending limits for parties and candidates will only be effective if there are also restrictions on independent expenditures during elections by groups and individuals. Brian Tanguay and Barry Kay assess the influence attributed to locally oriented interest groups, including by members of Parliament, and conclude that these organizations have less influence on the political process than is the popular view. The authors conclude that dissatisfaction is a key variable explaining the role of these interest groups and their activities during elections.
