Abstract: Abstract Teachers' perceptions of the teaching and learning component of a quality assurance system in an Institute of Vocational Education campus Submitted by Choy Man Lee Franco For the degree of Master of Education at the University of Hong Kong August 2004 Today the implementation of quality assurance monitoring is an important response to public demands for accountability in education as well as a requirement for institutional accreditation by the Hong Kong Council for Academic Accreditation (HKCAA). This dissertation examines the somewhat elusive definition of 'quality' as it is applied to vocational education and training in relation to the teaching and learning component of a quality assurance system in an institute of vocational education and training in Hong Kong, as well as teachers' perceptions of this component. Problems associated with the implementation of quality assurance monitoring are investigated and discussed along with guidelines for the development of quality assurance indicators in education. This study found that the relevance of the core business of education in the component of teaching and learning and the quality assurance system are in suspicion. Most teachers do not refuse quality assurance to be implemented in their work environment. Without a doubt, teachers believe that the implementation of quality assurance should more or less help teaching staff to recognize their limitations and improve the quality of their teaching and learning. However, the current economic atmosphere and employment terms directly affect their devotedness to the quality assurance system. Teachers indicated that the quality in teaching and learning was hard to quantify by performance indicators and that the areas addressed by the Self-assessment guideline in IVE's quality assurance system are 'abstract' and this would hardly improve the quality of learning in our daily classroom. A high quality assurance system in an educational institution should not be developed with an approach that ignores detailed focusing on its core business which is the quality of teaching and learning.
