If the federal government does decide to extend the activities of the Foundation beyond the ten-year period as mandated under the 1998 Budget Implementation Act with additional funding, through CMSF or an equivalent organization, we concluded that the following issues should be considered: • the future structure and administration of the Foundation; • the clarification within the Act, of the expec [...] The report raised the issue of governance (such as the role of its Members), but did not explore this area very extensively, commenting that the root of these problems lay outside of the terms of reference of the evaluation.
