"Since coins are more durable thannotes and do not need replacement asoften, many nations have replacedlower-denomination notes with coinsto obtain a financial benefit. GAO hasestimated the annual net benefit tothe U.S. government of replacing the$1 note with a $1 coin four times overthe past 20 years, most recently inApril 2000. Asked to update itsestimate, GAO (1) estimated the netbenefit to the government ofreplacing the $1 note with a $1 coinand (2) examined other effectsstakeholders suggested such areplacement could have. To performits work, GAO constructed aneconomic model and interviewedofficials from the Federal Reserve,the Treasury Department, the U.S.Secret Service, outside experts, andofficials from Canada and the UnitedKingdom. To determine the effects onstakeholders, GAO interviewedofficials from industries andorganizations that might be affectedby changes to currency. According to GAO's updated analysis, replacing the $1 note with a $1 coin would provide a net benefit to the government of approximately $4.4 billion over 30 years, or an average of about $146 million per year. The overall net benefit was due solely to increased seigniorage and not to reduced production costs. This estimate differs from GAO's 2011 estimate because it considers recent efficiency improvements in note processing that have extended the expected life of the $1 note and other updated information. GAO's estimate covered 30 years to be consistent with previous GAO analyses and because that period roughly coincides with the life expectancy of the $1 coin.
