Established in 1917 as the nation#s first civil aeronautics research laboratory under the National Advisory Commit-tee for Aeronautics (NACA), Langley was a small laboratory that solved the problems of flight for military and civil aviation. Throughout history, Langley has maintained a working partnership with the Department of Defense, U.S. industry, universities, and other government agencies to support the defense of the nation with research. Virtually all military aircraft that participated in Operation Desert Storm, Kosovo, and other peacekeeping missions of this era have Langley technical contributions to their design, development, and support. "This study covers the development of the weapons controller career field as it occurred in the United States Air Force after World War II. Beginning with the development of the Semi-Automatic Ground Environment (SAGE) and weapons controllers’ interactions with its various components and concluding with the 1999 Congressional approval to make Air Battle Managers rated and therefore permanently winged aviators, this history covers the different technological and organizational interactions that contributed to this evolution. This timespan breaks into four eras that capture how technology-enabled weapons controllers expanded capabilities and how global events influenced the direction of growth. The first chapter covers the development of SAGE in response to the rising Russian bomber threats. Chapter 1 concludes that weapons controllers leveraged emerging computing technology to start thinking ahead of the immediate situation, managing not only controlling individual airplanes but also evaluating the battlespace to see where these fighters might go after an engagement. Controllers that were thinking forward allowed aircraft to move seamlessly from one engagement to another, preserving time and, therefore, precious fuel resources, giving them an advantage when approaching the adversary. Chapter 2 discusses how enhanced mobility afforded by the EC-121 allowed weapons controllers to contribute to operations away from fixed theaters and develop skills not directly captured in then-standard doctrine. Next, the author discusses the role AWACS, the F-15, and the Fighter Weapons School played in building trust and credibility between weapons controllers and pilots, magnifying the lethality of the Air Force’s newest fighter aircraft. Finally, the events of the turbulent 1990s are discussed to show how the convergence of world events, organizational culture, and mission requirements influenced the recategorization of weapons controllers as rated aviators and opened the door for newly renamed air battle managers to serve at the very highest ranks."--Abstract.

The United States Navy's official interest in airplanes emerged as early as 1898. These men became enthusiastic about the potential of airplanes as fleet scouts, and by 1909, many naval officers, including a bureau chief, urged the purchase of aircraft.
