With the entering into effect of new CITES listings for seven shark and ray species in 2014 (decided at COP16, Bangkok, 2013), FAO ran interviews with a range of shark fisheries actors to determine the impacts of governance changes in, and on, these fisheries. These interviews were conducted in collaboration with Department of Fisheries and Aquatic Resources of Sri Lanka and revealed the successes and failures in the communication of the new governance measures, which affected fishing and trade, and their impacts on food security and livelihoods. This report collates information on these impacts, as a result of a range of fisheries controls and new CITES provisions, and evaluates the effectiveness of these revised governance measures. The results offer useful insights for fisheries managers in Sri Lanka and beyond, as well as CITES (both its Secretariat and Parties), which will help guide the delivery of future investment supporting the management and conservation of threatened, commercially exploited marine species.

Fish and fish products are amongst the most highly traded food items in the world today, with most of the world’s countries reporting some fish trade. This assessment of commercial trade in CITES-listed marine species occurs within a broader context of globalization and a more general rapid expansion of the international trade in fish and fish products. It summarizes ten years (2007–2016) of trade in a subset of commercially exploited marine taxa listed in CITES Appendix II. We examine both CITES trade data reporting processes (including information on the practical elements of reporting by CITES Parties) and analyse CITES trade records. The analysis shows how, for Appendix II CITES-listed marine species, the overall number of direct export transactions reported by CITES Parties has increased sevenfold during 1990–2016 and how trade for each CITES-listed marine species sub-group has changed through time. An assessment is made, with assistance from species and trade experts, on the strengths and challenges of collating and reporting on trade in CITES-listed marine species. Additional datasets of relevance to marine species trade are highlighted, and recommendations for further refining and improving CITES trade reporting for marine species are provided.

Coastal areas are essential to Sri Lanka's economic development, accounting for the highest concentration of population and economic activity. Sandy beaches, dunes, lagoons, estuaries, fresh water marshes, minerals, mangroves and reefs enrich some 1,600 km of coastline that surrounds the "pearl shaped" island. Approximately 33 percent of Sri Lanka's population lives in coastal areas that support diverse livelihoods, from fishing to tourism to manufacturing and modern urban services. The coastal ecosystems are uniquely important as they enable multiple human activities. Among all economic activities, tourism and fisheries are the most dependent on the natural resources of the coast. Together, these two sectors generate 10 percent of Sri Lanka's foreign exchange earnings and account for 6.7 percent of employment. Fisheries make an important contribution to food security, employment, and Gross Domestic Product (GDP), contributing close to 4.5 percent of Sri Lanka's total export revenue, with further significant growth potential. Nearly 90 percent of the total national fish catch comes from the marine and coastal fishery, and it supports the livelihoods of many artisanal fishermen and those who access or are in the value chain of the large pelagic fishery within the 200 nm Exclusive Economic Zone (EEZ). Along the coast, 20 formal fish harbors accommodate more than 4,000 single and multi-day fishing vessels. The fisheries sector is a major source of employment, providing approximately 500,000 formal and informal jobs.
