Book Description
With the entering into effect of new CITES listings for seven shark and ray species in 2014 (decided at COP16, Bangkok, 2013), FAO ran interviews with a range of shark fisheries actors to determine the impacts of governance changes in, and on, these fisheries. These interviews were conducted in collaboration with Department of Fisheries and Aquatic Resources of Sri Lanka and revealed the successes and failures in the communication of the new governance measures, which affected fishing and trade, and their impacts on food security and livelihoods. This report collates information on these impacts, as a result of a range of fisheries controls and new CITES provisions, and evaluates the effectiveness of these revised governance measures. The results offer useful insights for fisheries managers in Sri Lanka and beyond, as well as CITES (both its Secretariat and Parties), which will help guide the delivery of future investment supporting the management and conservation of threatened, commercially exploited marine species.

Fish and fish products are amongst the most highly traded food items in the world today, with most of the world’s countries reporting some fish trade. This assessment of commercial trade in CITES-listed marine species occurs within a broader context of globalization and a more general rapid expansion of the international trade in fish and fish products. It summarizes ten years (2007–2016) of trade in a subset of commercially exploited marine taxa listed in CITES Appendix II. We examine both CITES trade data reporting processes (including information on the practical elements of reporting by CITES Parties) and analyse CITES trade records. The analysis shows how, for Appendix II CITES-listed marine species, the overall number of direct export transactions reported by CITES Parties has increased sevenfold during 1990–2016 and how trade for each CITES-listed marine species sub-group has changed through time. An assessment is made, with assistance from species and trade experts, on the strengths and challenges of collating and reporting on trade in CITES-listed marine species. Additional datasets of relevance to marine species trade are highlighted, and recommendations for further refining and improving CITES trade reporting for marine species are provided.

The World Bank has engaged with the government of Sri Lanka in an advisory services and analytics (ASA) work entitled priorities for sustainably managing Sri Lanka's marine fisheries, coastal aquaculture and the ecosystems that support them. The development objective of this ASA is to support the government in prioritizing investment and policy actions to enhance the welfare and resilience of coastal fishing communities and fisheries' contribution to the national economy, including in light of the Coronavirus (COVID-19) pandemic and climate risks. This ASA forms part of the Bank's support to the government in its effort to respond to, recover from, and build back better after the Coronavirus (COVID-19) pandemic, given the important role that the fisheries sector plays in the livelihoods of the coastal communities and food security of the nation as a whole. This study analyses the livelihoods of marine fishing communities in the Indian coastal state of Orissa using the sustainable livelihoods approach. It investigates the relationships between livelihoods and coastal poverty and seeks to develop simple qualitative indicators to monitor the changes in these relationships over time. The key trends affecting the livelihoods of the poor in the coastal fishing communities in Orissa range across the whole spectrum of "assets" - i.e. the natural, physical, social, human and financial - and contribute to changes in terms of availability as well as access to the assets for the poorer stakeholders. Prolonged civil wars can have long-lasting adverse effects on food systems, leading to poverty and food insecurity. Overcoming food insecurity and land inequality is particularly difficult because of the highly politicized nature of conflict. This paper builds on the existing literature on food sovereignty to ensure sustainable livelihoods and community ownership of a resilient food system. We identify components of community food security to be strengthened in a post war reconstruction context. We study the impacts of the civil war on food and land administration systems, farmer struggles and current transitional justice process in relation to community food security in the Northern and Eastern Provinces in Sri Lanka and identify the technological, institutional, organizational, and infrastructural setbacks caused by conflict. It explores how such setbacks could be rectified and a resilient food system could be built in the postwar scenario.

Book Description
Coastal areas are essential to Sri Lanka's economic development, accounting for the highest concentration of population and economic activity. Sandy beaches, dunes, lagoons, estuaries, fresh water marshes, minerals, mangroves and reefs enrich some 1,600 km of coastline that surrounds the "pearl shaped" island. Approximately 33 percent of Sri Lanka's population lives in coastal areas that support diverse livelihoods, from fishing to tourism to manufacturing and modern urban services. The coastal ecosystems are uniquely important as they enable multiple human activities. Among all economic activities, tourism and fisheries are the most dependent on the natural resources of the coast. Together, these two sectors generate 10 percent of Sri Lanka's foreign exchange earnings and account for 6.7 percent of employment. Fisheries make an important contribution to food security, employment, and Gross Domestic Product (GDP), contributing close to 4.5 percent of Sri Lanka's total export revenue, with further significant growth potential. Nearly 90 percent of the total national fish catch comes from the marine and coastal fishery, and it supports the livelihoods of many artisanal fishermen and those who access or are in the value chain of the large pelagic fishery within the 200 nm Exclusive Economic Zone (EEZ). Along the coast, 20 formal fish harbors accommodate more than 4,000 single and multi-day fishing vessels. The fisheries sector is a major source of employment, providing approximately 500,000 formal and informal jobs.
