Paper 1 describes how, through patient negotiation and coordination, one utility company resolved what was felt to be an insurmountable economic obstacle involving a request to remove 200 overhead poles in conflict with a highway improvement project. Negotiations involved the Commonwealth Edison Company, the State of Illinois and five villages. Paper 2 addresses some of the existing concerns of the utility industry about the breakaway utility pole concept as a viable solution to the highway roadside safety problem. Some of the public hazards of making existing plant poles into a breakaway type are outlined as are some of the utility pole users' objections to this approach. Described is a joint industry effort to minimize the utility pole safety problem through awareness and selective elimination of hazardous conditions.
