The general interest and attention paid to the use of the renewable natural resources of the world have increased greatly during the last decades. This is due to the environmental dilemma into which mankind has got itself by the total disregard of ecological facts and laws, the underprizing of natural resources and the overemphasis on economic develop ment, coupled with unimpeded rapid population growth and the preponderance of material istic consumption-oriented attitudes. The management and use of natural resources such as forests, grasslands, rivers and lakes were formerly considered purely in a financial context, whereas latterly, a consciousness of their social function and the indirect economic benefits which can be derived from them has developed. Thus, as regards these traditional resources, multi-use concepts comprising eco nomically oriented utilisation as well as recreational, educational and social use have be come widely accepted. Conservation of natural resources for sustainable consumptive as well as non-consumptive uses has been recognised as a key element for maintaining eco nomic development all over the world. Fortunately, the industrialised countries have started to apply this principle themselves and in their technical and financial aid to the developing Third World countries. This is manifest from policy documents such as the World Bank Policy on Development of Wild Lands, issued in 1987.

An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Steppes form one of the largest biomes. Drastic changes in steppe ecology, land use and livelihoods came with the emergence, and again with the collapse, of communist states. Excessive ploughing and vast influx of people into the steppe zone led to a strong decline in nomadic pastoralism in the Soviet Union and China and in severely degraded steppe ecosystems. In Mongolia nomadic pastoralism persisted, but steppes degraded because of strongly increased livestock loads. After the Soviet collapse steppes regenerated on huge tracts of fallow land. Presently, new, restorative steppe land management schemes are applied. On top of all these changes come strong effects of climate change in the northern part of the steppe zone. This book gives an up-to-date overview of changes in ecology, climate and use of the entire Eurasian steppe area and their effects on livelihoods of steppe people. It integrates knowledge that so far was available only in a spectrum of locally used languages.
