The hazard mitigation plan was written in response to the requirement by the Disaster Mitigation Act of 2000 that state and local governments develop and submit a comprehensive plan to the Federal Emergency Management Agency (FEMA). The plan identifies the natural, technological and human-caused hazards affecting the community, assesses the risk and determines how to reduce or eliminate the loss of life and property damage. This plan covers the jurisdiction of Tompkins County and seven towns located in the County. They are: Caroline, Danby, Enfield, Groton, Ithaca, Lansing and Ulysses. Dryden and Newfield are compiling individual plans.
