The Tokyo 2020 Games have been postponed one year due to the COVID-19 pandemic. In order to lead the Games to success, the Organising Committee for the Olympic Games collaborated with related organizations and implement necessary measures against infection diseases, including the establishment of an environment from athletes' entry into Japan and departing from Japan and awareness-raising on behavioral patterns based on basic rules. In addition, in order to ensure the safety and security of all visitors to the Tokyo 2020 Games, the OCOG identified the risks from the perspectives of infection diseases control, security measures, cybersecurity, and disaster response, formulate guidelines for handling various situations and conduct practical training. In addition, they established a crisis management system for safety and security that unites public and private sectors by strengthening cooperation with related organizations such as the national government and the Tokyo 2020 Organizing Committee and clarifying the division of roles. Also, the City Operation Center was set up during the Games to support smooth Games operation and alleviate the impact on the life of Tokyo residents. This report presents all these elements.

How do Olympic legacies come about? This book offers an alternative approach to the study of Olympic and mega-sport event legacy, challenging how legacy is conceptualised and practised. It shifts the focus from legacy as a retrospective concept concerned with what has been left behind after the Games, to a prospective one interested in actions and interactions stimulated by the Games. The book argues that creating Olympic legacy is a continuing four-stage process involving ‘investing’ (the accumulated common Olympic cultural capital), ‘interpelling’ (forming a trusteeship relationship where one party undertakes to change the capacity of another), ‘developing’ (ensuring participation in interactions and resource development) and ‘codifying’ (documenting, sharing and remembering legacies so they become cultural capital). It presents a developmental approach to the Olympics which involves vision, trustees and trusteeship and is concerned with capacity building at individual, organisational and societal levels. Thinking of Olympic legacy as capacity building allows seeing the goal of legacy as an embodiment of the aspirations of the Olympic Movement and the Games to introduce radical change in society by transforming its structure. The modern Olympic Games have evolved from events fostering international peace and goodwill to showcases of athleticism and commercialism. More recently sustainability became a pillar of the Game site selection process. This paper focuses on two Olympic Games: Rio 2016 (completed) and Tokyo 2020 (upcoming). The goals of sustainability plans and pre-Game reports for the two Olympic sites are analyzed using weighted summation method of multi-attribute value theory and the framework of environmental, economic and social-cultural sustainability, with emphasis on environmental sustainability. Post-Game analysis and legacy stories are reviewed for Rio 2016. Application of legacy stories to future Olympics sites is examined. Last, Rio 2016 and Tokyo 2020, in terms of actual and anticipated success in sustainability initiatives, are compared for the impact these two Games may have on future Olympic Game sites.
