This is the first comprehensive review of the Intergovernmental Committee (IGC) of the World Intellectual Property Organization (WIPO) established in 2000. It provides an in-depth consideration of the key thematic areas within WIPO discussions – genetic resources (GRs), traditional knowledge (TK) and traditional cultural expressions (TCEs) through the perspectives of a broad range of experts and stakeholders, including indigenous peoples and local communities. It also looks at how these areas have been treated in a number of forums and settings (including national systems and experiences, and also in trade agreements) and the interface with WIPO discussions. Furthermore, the book analyses the process and the negotiation dynamics since the IGC received a mandate from WIPO members, in 2009, to undertake formal text-based negotiations towards legal instruments for the protection of GR, TK and TCEs. While there has been some progress in these negotiations, important disagreements persist. If these are to be resolved, the adoption of these legal instruments would be a significant development towards resolving key gaps in the modern intellectual property system. In this regard, the book considers the future of the IGC and suggests options which could contribute towards achieving a consensual outcome.

Although adopting global norms often improves domestic systems of governance, domestic obstacles to norm diffusion are frequent. States that decide to reinvent their political authority simultaneously evaluate which current global norms are desirable and to what extent. In this study, Vlad Kravtsov argues that recent debates about the nature of authority in Putin's Russia and Mbeki's South Africa have resulted in a set of unique ideas on the cardinal goals of the state. This is the first book to explore how these consensual ideas have shaped health governance and impinged on norm diffusion processes. Detailed comparisons of HIV/AIDS governance systems in Russia and South Africa illustrate the argument. The Kremlin's dislike of international recommendations stemmed from the rapidly maturing statism and great power syndrome. Pretoria's responses to global AIDS norms were consistent with the ideas of the African Renaissance, which highlighted indigenousness, market-based empowerment, and moral leadership in global affairs. This book explains how and why the governments under investigation framed the nature of the epidemic, provided evidence-based prevention services, increased universal access to proven lifesaving medicines, and interacted with other participants in social practice.

A number of initiatives have suggested forest policy reforms, and the need for the sustainable management of forests has been widely recognized and encouraged. But because implementation of reforms at the local level has been insufficient, it is imperative that local people begin to effectively participate in forest planning and management as well as in protected-area management. The Forest Conservation Project, launched in April 1998 by the Institute for Global Environmental Strategies (IGES), has carried out research activities on forest strategies, including policy analysis and on-site surveys. This book gives an overview of the project's research activities in its first three-year phase (April1998-March 2001). Since viable forest strategies work best when based on the involvement of local people, this report is addressed to stakeholders in the communities of the relevant countries, including local people and authorities, community-based organizations, experts, national agencies, and international institutions.
