This book presents a brief description and analysis of the activity of State governments in making educational policy during the past two years. The following three trends are cited as important in the States' increased role: (1) increased State spending on education relative to Federal and local spending; (2) court ordered school finance reform which has led to equalization of spending between districts; and (3) State legislative interest due to the increased spending and a realization of the importance of education to economic growth and social progress. Following an introduction, section two of the book reviews the context for State reforms and discusses the improved professionalism of State governments, the States' interest in educational quality, and the growing perception that high quality education is necessary to ensure economic competitiveness. The third section briefly reviews the States' recent efforts to improve the quality of education, describing the range of new initiatives and summarizing several leading examples of major reforms. The topics covered include teachers, the academic experience, financial support, education organization and structure, and Federal initiatives. The fourth section examines a series of long- and short-range concerns that will have a major impact on the ultimate success or failure of the State efforts to improve the schools, and a final section provides some concluding observations. Americans today choose from a dizzying array of schools, loosely lumped into categories of "public" and "private." How did these distinctions emerge in the first place, and what do they tell us about the more general relationship in the United States between public authority and private enterprise? In Public vs. Private, Robert N. Gross describes how, more than a century ago, public policies fostered the rise of modern school choice. In the late nineteenth century, American Catholics began constructing rival, urban parochial school systems, an enormous and dramatic undertaking that challenged public school systems' near-monopoly of education. In a nation deeply committed to public education, mass attendance in Catholic schools produced immense conflict. States quickly sought ways to regulate this burgeoning private sector and the competition it produced, even attempting to abolish private education altogether in the 1920s. Ultimately, however, Gross shows how the public policies that resulted produced a stable educational marketplace, where choice flourished. The creation of the educational marketplace that we have inherited today--with systematic alternatives to public schools--was as much a product of public power as of private initiative. Gross also demonstrates that schools have been key sites in the development of the American legal conceptions of "public" and "private". Landmark Supreme Court cases about the state's role in regulating private schools, such as the 1819 Dartmouth v. Woodward decision, helped define and redefine the scope of government power over private enterprise. Judges and public officials gradually blurred the meaning of "public" and "private," contributing to the broader shift in how American governments have used private entities to accomplish public aims. As ever more policies today seek to unleash market forces in education, Americans would do well to learn from the historical relationship between government, markets, and schools.

This book is located in the field of education governance and sits amidst debates on public school reform in China. It examines how a top-down policy approach has been implemented from central government right down to the district level within the public education system in China. It shows the way networks support negotiation and bargaining at the district level which, in turn, influences the broader education policy of the central government. Using statistical data from education yearbooks, government documents analysis and interviews with main stakeholders in this policy arena, the book incorporates case studies from railway State-Owned Enterprise schools. Analysis of these indicates that the processes of formulating and implementing Chinese education policy can be characterised as a form of network governance, which coordinates actors, decision-making processes and stakeholders’ motivation to comply with collective decisions in Chinese education. Network governance acts as an effective and legitimate way of problem solving that assists policy implementation and education reform in China. By comparing two traditional modes of governance (governance through bureaucracy and the governance through markets), this book shows the network mode of governance in Chinese education is more powerful and significant, especially since the negotiated results among actors in the policy community are favourable.

Historically, state departments of education, or SEAs, have--for the most part--been compliance-focused organizations that managed federal education policy. Over the past several decades, these agencies have been education policy implementation entities. Today, while their compliance responsibilities have remained, they are taking on more responsibility for education and academic outcomes than ever before, substantially increasing the scope of their work. State leaders and their staffs must distribute federal education dollars and monitor the districts' use of these funds in accordance to regulations set by federal policymakers. To make compliance easier, state leaders have traditionally separated agency staff into different areas responsible for each federal fund. Once an approach has passed external audits, they then have maintained the status quo of SEA staffs' work. To support this work, the U.S. Department of Education, or DOE, allows states to set aside certain amounts of federal funds to cover SEA administrative costs. Tensions between states and the federal government are inherent to the enterprise of co-governance, but state education leaders can point to specific federal regulations that have a direct impact on their work decisions and that make it difficult for them to meet the demands of federal policymakers. This paper explores states' uses of federal education dollars and how federal policy conditions might lead states to use funds in the ways that they do, which are not always the most productive ways. This study focuses on how the eight study SEAs use federal dollars for their own activities, rather than on how school districts--another major recipient of federal education support--use federal resources. The goal was to learn more about state leaders' use of federal dollars to administer these programs and what implications that had for how they organized their own agencies. Based on the findings, the following are recommended: (1) Congress and the U.S. Department of Education should strategically reduce compliance and reporting requirements for state education agencies; (2) DOE should highlight federal compliance flexibilities that exist and ensure state education agencies will not be incentivized to use staff in ways that foster silos; and (3) State education leaders should take another look at their regulatory environment and find new ways to improve how they organize their agencies. In the effort to achieve better outcomes for today's students, education leaders and policymakers must achieve a new equilibrium where the conditions set by federal policymakers meet the intents of federal education policy itself. Fordham Institute, which evaluates the governance arrangements of the nation's K-12 education system and how they may be improved.].
