A long-dominant reading of American politics holds that public policy in the United States is easily captured by special interest groups. Countering this view, Adam Sheingate traces the development of government intervention in agriculture from its nineteenth-century origins to contemporary struggles over farm subsidies. His considered conclusion is that American institutions have not given agricultural interest groups any particular advantages in the policy process, in part because opposing lobbies also enjoy access to policymakers. In fact, the high degree of conflict and pluralism maintained by American institutions made possible substantial retrenchment of the agricultural welfare state during the 1980s and 1990s. In Japan and France--two countries with markedly different institutional characters than the United States--powerful agricultural interests and a historically close relationship between farmers, bureaucrats, and politicians continue to preclude a roll-back of farm subsidies. This well-crafted study not only puts a new spin on agricultural policy, but also makes a strong case for the broader claim that the relatively decentralized American political system is actually less prone to capture and rule by subgovernments than the more centralized political systems found in France and Japan. Sheingate's historical, comparative approach also demonstrates, in a widely useful way, how past institutional developments shape current policies and options.

During the farm credit crisis brought on by the Great Depression, Myers served in Franklin D. Roosevelt's New Deal government, writing the legislation to consolidate federal farm credit programs. After a brief stint as deputy governor, he became governor of the Farm Credit Administration in 1933. Myers led the agency to two great successes: saving thousands of farms from bankruptcy and establishing a permanent, government-sponsored credit system for farmers comparable to what private banks provided industry. Myers returned to Cornell in 1938 and served for nearly fifteen years as dean of the College of Agriculture. Myers also served on the board of trustees of the Rockefeller Foundation, which was instituting agricultural research programs that would enable developing nations to become more productive, self-reliant, and anticommunist members of the global community.

The advent of modern agribusiness irrevocably changed the patterns of life and labor on the American family farm. In Entitled to Power, Katherine Jellison examines midwestern farm women's unexpected response to new labor-saving devices. Federal farm policy at mid-century treated farm women as consumers, not producers. New technologies, as promoted by agricultural extension agents and by home appliance manufacturers, were expected to create separate spheres of work in the field and in the house. These innovations, however, enabled women to work as operators of farm machinery or independently in the rural community.
