A study of U.S. Navy officer students who were registered at the Operations Research/System Analyses curriculum at the NPS in spring 1974 was conducted using biographical data, the Strong Vocational Interest Blank and the Graduate Record Examination to develop an equation predicting academic performance of U.S. Navy officer students. Several prediction equations were derived using a development sample and then cross-validated using a hold-out sample; the results were statistically significant. Four of the prediction equations derived were selected to be further analyzed to obtain regression coefficients using the Jackknife procedure. No significant differences were found between the results obtained using the Stepwise Regression procedure and the Jackknife proceudre.

The Officer Prediction Task, established within the U.S. Army Personnel Research Office (USAPRO), has a requirement to provide the Army with improved techniques and prerequisites for selecting officers who have aptitudes and other characteristics to meet demands for successful performance in different types of officer command responsibility. The study was centered on the differential prediction of officer performance in the technical, administrative, and combat areas of assignment. Validation of the Differential Officer Battery (DOB), a battery of experimental predictors administered in 1961-1962, is in progress. Situational criterion measures, five for each of the three fields, were developed and integrated into a regularly scheduled testing operation administered since July 1963 in a simulated MAAG setting at the Officer Evaluation Center (OEC), Fort McClellan. Initial statistical processing has begun.

Literature pertaining to prediction of enlisted military job performance, 1952-1980, was reviewed. The review excluded studies in which training performance or reenlistment is the criterion. Aptitude was the most frequently used predictor and supervisor ratings the most frequent criterion. Relationships among classes of criteria and between predictors and criteria were examined. Major classes of criteria were job proficiency, job performance, and suitability to military service. The following conclusions are supported by the review: (1) For the great majority of jobs, job knowledge tests appear to provide the most practical method of objective measurement; (2) Because job sample tests are very expensive to construct and administer, their use is not practical unless the job is extremely costly or critical; and (3) Use of supervisors' ratings as the only measure of job performance should be restricted to jobs for which motivation, social skill, and response to situational requirements are the only attributes worth measuring. Two promising approaches to improved prediction are the selective use of miniaturized training and assessment centers and the use of self-paced training performance as a predictor. The review includes abstracts of the studies that were reviewed.

The United States Naval Academy is the premier source of officers for the Naval service. A Naval Academy diploma and commission into the Navy or Marine Corps requires a four-year total immersion into military culture, leadership training, and a demanding academic curriculum. The Naval Academy's unique style of leadership training prepares young men and women for service to their country is an artful combination of mental, physical, and emotional development processes. These processes culminate into a performance measure called the Military Performance grade. This research uses detailed literature reviews to support the operationalized model of the Naval Academy's midshipman development process. The model uses secondary data from the Bowman-Mehay data files for Naval Academy classes 1980 through 1985. Evaluated in this research are the outcomes of the Linear and LOGIT regressions of the fleet success measures of Officer Performance, Promotion, and Retention. This research indicates some surprising results about the role of academics, physical education, athletics, and the Military Performance grade on the development of future Naval officers. The Military Performance grade is consistently the best predictor of fleet success measures.

A variety of selection factors related to USNA success have been combined into a single composite measure, the Candidate Multiple (CM), to serve as the primary tool for evaluating candidates. The primary objective of this effort is to expand the scope of the USNA selection system to include the prediction of officer performance. The overall validation strategy involved four major components: (1) development of an officer performance criterion, (2) evaluation of current selection scores to predict that criterion, (3) development and validation of new measures to predict that criterion, and (4) determination of the relationship between officer performance predictors and USNA success. In evaluating various measures of officer performance, a score based on recommendations for promotion (from cumulative officer fitness reports) provided sufficient variability to use as a criterion. In addition to providing meaningful *MSG DI4 command processing-LAST input iGNORED ificantly related to military and academic performance as a USNA midshipman. Two CM components, Combined Extracurricular Activities (COMPECA) and high school officials' Recommendations (RECS), exhibit significant relationships with the Recommended for Early Promotion (REP) criterion. An experimental predictor showed a low positive relationship with the REP and combined wth COMPECA and RECS into an officer performance composite (OPC).
