Considering the importance of political science as an academic subject in our time, it is surprising that more attention has not been given, until now, to the history of political study and teaching. As Professor Anderson's book makes clear, an understanding of this history throws light on questions significantly related to basic problems of contemporary political science. By placing in their historical context pertinent developments in ancient times, Professor Anderson shows how the study and teaching of politics may flourish under certain conditions and falter or fail under others. Here he gives Aristotle the most prominent role and finds Plato less important than most scholars might expect. Finally, he traces the decline of the political study and teaching in the Hellenistic period and in the time of the Roman Empire. Around the world there are a myriad of NGOs using human rights education (HRE) as a tool of community empowerment with the firm belief that it will help people improve their lives. One way of understanding these processes is that they translate universal human rights speak using messages and symbols which make them relevant to people’s daily lives and culturally resonant. However, an alternative more radical perspective is that these processes should engage individuals in modes of critical inquiry into the ways that that existing power structures maintain the status quo and control not only how we understand and speak about social inequality and injustice, but also act on it. This book is a critical inquiry into the production, distribution and consumption of HRE and how the discourse is constructed historically, socially and politically through global institutions and local NGO practice. The book begins with the premise that HRE is composed of theories of human rights and education, both of which are complex and multifaceted. However, the book demonstrates how over time a dominant discourse of HRE, constructed by the United Nations institutional framework, has come to prominence and the ways it is reproduced and reinforced through the practice of intermediary NGOs engaged in HRE activities with community groups. Drawing on socio-legal scholarship it offers a new theoretical and political framework for addressing how human rights, pedagogy, knowledge and power can be analysed between the global and local by connecting the critical, but well-trodden, theories of human rights to insights on critical pedagogy. This book chronicles the progression of civic education advocacy since the early 2000s. It identifies the main actors that called for civic education reform, describes their motivations and policy platforms, and documents the path taken to capture state policy agendas. It argues that No Child Left Behind incentivized civic education advocates to mobilize a “call to action” to restore emphasis on civics that materialized into national policy reform proposals that successfully captured the agendas of state legislatures and bureaucracies. This book analyzes the implementation and sustainability of these civic education policy reforms by undertaking a comparative case study analysis of school districts in Utah and Connecticut. Through the voices of teachers and district administrators, the book tells the story of what happened when these state policy reforms inspired by national initiatives hit the local level where the rubber meets the road. As ideological debates about schools and democracy unfold across the country, as civic education advocates and proposals proliferate, this book treats civic education not as panacea but as a concrete policy area to be analyzed and understood.
