Apart from other considerations, he had proved himself too dangerous and too unrelenting an enemy. Becoming a real political force, he won the undying enmity of the Radicals of Cleveland and Rutherford counties, and it was certain that they would spare no efforts in his undo ing. The later tragedy of his life was largely due to the hatreds which he now aroused. In 1869 he went to Asheville and established the Citizen, buying for the purpose the printing plant of the defunct News. He had a wider field here and the circulation of his paper increased rapidly, and its influence grew apace. But in Spite of its growth, it did not pay, and he sold it on July 18, 1870, and returned to Rutherfordton and began once more to read law, keeping, however, an attentive eye on public affairs. It was the truth, but I urged him to be silent, as nothing was to be gained by talking so long as we were in their power; for of course they would be very brave while dealing with helpless prisoners. Jim Scoggins veri fied my words by assailing us all with his cowardly bluster and insolence, saying he wasn't afraid of any body, could lick ten such Rebels. For my part, on being told to hold out my wrist, I said, Sir, I cannot prevent your seizing my arm, but first I formally pro test against this outrage; I have never been tried, con victed, or otherwise incurred this indignity. Scoggins grasped my wrist, and the negro blacksmith quickly and roughly riveted around them the rudest, coarsest pair of shackles I ever saw. Thus the gang was made up, and six decent citizens of North Carolina stood, chained to gether, and surrounded by the lowest of the League leaders, armed and insolent, gloating over their superior, but unfortunate victims. At this moment the doors of the jail room were opened (the outer one) and as all the inmates crowded to the bars to look at us, I turned to them and said, Men, this sight shows you what our enemies would do with every true Southerner if they could! But be not intimidated! Time will bring to all of us an opportunity! It is remarkable that the most serious intervention by the federal government to protect the rights of its new African American citizens during Reconstruction (and well beyond) has not, until now, received systematic scholarly study. In The Great South Carolina Ku Klux Klan Trials, Lou Falkner Williams presents a comprehensive account of the events following the Klan uprising in the South Carolina piedmont in the Reconstruction era. It is a gripping story--one that helps us better understand the limits of constitutional change in post-Civil War America and the failure of Reconstruction. The South Carolina Klan trials represent the culmination of the federal government's most substantial effort during Reconstruction to stop white violence and provide personal security for African Americans. Federal interventions, suspension of habeas corpus in nine counties, widespread undercover investigations, and highly publicized trials resulting in the conviction of several Klansmen are all detailed in Williams's study. When the trials began, the Supreme Court had yet to interpret the Fourteenth Amendment and the Enforcement Acts. Thus the fourth federal circuit court became a forum for constitutional experimentation as the prosecution and defense squared off to present their opposing views. The fate of the individual Klansmen was almost incidental to the larger constitutional issues in these celebrated trials. It was the federal judge's devotion to state-centered federalism--not a lack of concern for the Klan's victims--that kept them from embracing constitutional doctrine that would have fundamentally altered the nature of the Union. Placing the Klan trials in the context of postemancipation race relations, Williams shows that the Klan's campaign of terror in the upcountry reflected white determination to preserve prewar racial and social standards. Her analysis of Klan violence against women breaks new ground, revealing that white women were attacked to preserve traditional southern sexual mores, while crimes against black women were designed primarily to demonstrate white male supremacy. Well-written, cogently argued, and clearly presented, this comprehensive account of the Klan uprising in the South Carolina piedmont in the late 1860s and early 1870s makes a significant contribution to the history of Reconstruction and race relations in the United States.

Volume 13 of The Papers of Jefferson Davis follows the former president of the Confederacy as he becomes head of the Carolina Life Insurance Company of Memphis and attempts to gain a financial foothold for his newly reunited family. Having lost everything in the Civil War and spent two years immediately afterwards in federal prison, Davis faced a mounting array of financial woes, health problems, and family illnesses and tragedies in the 1870s. Despite setbacks during this decade, Davis also began a quest to rehabilitate his image and protect his historical legacy. Although his position with the insurance company provided temporary financial stability, Davis resigned after the Panic of 1873 forced the sale of the company and its new owners canceled payments to Carolina policyholders. He left for England the following year in search of employment and to recuperate from ongoing illnesses. In 1876, Davis became president of the London-based Mississippi Valley Society and relocated to New Orleans to run the company. Throughout the 1870s, Davis waged an expensive and seemingly endless legal battle to regain his prewar Mississippi plantation, Brierfield. He also began working on his memoirs at Beauvoir, the Gulf Coast estate of a family friend. Though disfranchised, Davis addressed the subject of politics with more frequency during this decade, criticizing the Reconstruction policies of the federal government while defending the South and the former Confederacy. The volume ends with Davis's inheritance of Beauvoir, which was his last home. The editors have drawn from over one hundred manuscript repositories and private collections in addition to numerous published sources in compiling Volume 13.
