This book analyses the complex relationship between the private sector, UK official development assistance (ODA) and poverty alleviation in sub-Saharan Africa. In recent years, the private sector has occupied an increasingly prominent position within UK ODA, bringing a range of opportunities and conflicting interests. This book first traces the trajectory of private sector engagement in ODA, before setting out the theoretical and analytical framework for analysing the mutual prosperity agenda in UK ODA – the notion that ODA can benefit both donor and beneficiary country interests. By extending corporate social responsibility theory (in the emerging field of business and development studies) to ODA, the book critiques the underlying assumptions contained within UK ODA-multinational corporation partnerships. With reference to three case studies GlaxoSmithKline plc., Barclays plc. and Anheuser-Busch InBev (formerly SABMiller), the book identifies where the activities of multinational corporations support and/or undermine ODA goals and the implications for the UK’s mutual prosperity agenda. Overall, the book reflects a pragmatic approach to maximising the role of private sector actors in ODA, whilst also drawing attention to the opportunities and challenges in the mutual prosperity agenda. The abolition of the Regional Development Agencies removed the main source of match funding for ERDF sponsored projects, and the economic downturn has curbed alternative options for match funding even further. There is a pressing need to spend each region's ERDF allocation before 2015, but unless ministers take urgent steps to deliver on the Government's promise to make it easier for projects to secure match funding through the Regional Growth Fund, there is a significant risk that value for money will suffer and ERDF will not make the impact it could to help rebalance the UK's economy. The Committee endorses a number of sensible rule changes that will govern the next ERDF round (2014-20) currently proposed and related proposals to give Member States the power to tailor the size of their Operational Programme areas - which could permit Local Economic Partnerships in England to take responsibility for managing EU funds. MPs also challenge the current allocation system where even the wealthiest Member States receive some ERDF funding when a portion of what they pay in originally gets recycled back to them. The cross party group of MPs calls for this 'circular money flow' to end, and for England to retain this portion of funding to deliver its own regional policy. The Government would have to guarantee the same level of funding across the EU's 7 year funding cycle. This change would not affect the Government's contribution to ERDF for the poorer Member States. Lastly, MPs challenge the Government to evaluate the value for money of ERDF funded projects

This book examines the implications of Brexit for Africa-UK relations amid a ‘new scramble’ for the continent. Engaging Nkrumah on neo-colonialism and recent scholarship on global coloniality, Langan here underscores concerns that Brexit was fuelled by an imperial romanticism that now gives rise to a Global Britain project involving the perpetration of ‘Empire 2.0’ in Africa. The period between 2001 and 2008 saw the longest commodities boom in recent history. Resource-rich countries across the world developed more interest in the profits, control and ownership of their natural resources. South Africa, which did not benefit much from the boom in commodity prices, wasnonetheless affected by the emergent resource nationalism trend, and it became the focus of the governing party’s 2010 National General Council, which ultimately resulted in the constitution of a committee to review the country’s policy and legislative framework regarding ‘natural wealth beneaththe soil’. Although the resurgence of resource nationalism is a recent phenomenon, the idea of state intervention in the economy, and the extractive sector in particular, is not new. Resurgent Resource Nationalism is a qualitative study, undertaken by MISTRA for SASOL Ltd, that looks atthe resurgence of resource nationalism over the past ten years. It discusses the concept of resource nationalism and its manifestation in public policy. It identifies the concerns, drivers and instruments through which resource nationalism is pursued by various mining jurisdictions across regions. Itdeliberately focuses more on the hydrocarbons sector in order to suit the target audience. This book explores the limits of the idea of 'neo-colonialism' - the idea that in the period immediately after independence Malaya/Malaysia enjoyed only a 'pseudo-independence', largely because of the entrenched and dominant position of British business interests allied to indigenous elites. The author argues that, although British business did indeed have a strong position in Malaysia in this period, Malaysian politicians and administrators were able to utilise British business, which was relatively weak vis-a-vis the Malaysian state, for their own ends, at the same time as indigenous businesses and foreign, non-British competitors were gathering strength. In addition, despite the commitment of both Conservative and Labour governments in the UK to preserving British influence worldwide through the Commonwealth relationship, British firms in Malaysia received only limited support from the British post-imperial state.

The end of the Cold War forced Western donors to rethink their aid relations with Africa. This book looks at two of these donors, France and Britain, and asks whether the development programmes of these former colonial powers have undergone radical changes since the end of the Old World Order.
