This book provides a comprehensive overview of post-war labour market reconstructions, in the context of a regional bloc whose member states have experienced conflict. Focusing on the Southern African Development Community (SADC) region, the book explores how major conflicts often expose shortcomings in affected countries particularly on their post-war labour market reconstruction processes. The authors discuss how countries in the SADC region in particular are equipped to navigate such processes. This key question drives the overview of relationships between labour market issues and wars of liberation from colonial rule and apartheid, rights to self-determination and racial (in)equality and the need to succinctly explain how labour market issues shaped civil wars in some post-independent SADC member states. The book examines the role of the state in reconstruction processes of post-war labour markets and the contribution of labour market institutions to these reconstructions. In developing countries, labour markets play a central role in determining economic and social progress since employment status is one of the key determinants of exiting poverty and promoting inclusion. Yet the reality in most developing countries is that the labour market fails to create the jobs in the formal economy that would help individuals and their families prosper. In recognition of these challenges, governments and other stakeholders in developing countries have increasingly prioritised policies and programmes to promote decent work. This 2019 Article IV Consultation with Namibia discusses that with the temporary stimuli now ended, the economy is rebalancing while the government is implementing a significant fiscal consolidation. A likely slow recovery, the need for further fiscal adjustment to bring public debt to a sustainable path, persistent inequalities and structural impediments to growth, point to a challenging outlook. Immediate measures are needed to deliver the authorities’ fiscal adjustment plans and bring public debt to a sustainable path. Policies should combine spending reductions and revenue increases that support long-term growth. Better targeting of cash transfers would protect the poor. Structural reforms are urgently needed to strengthen productivity and external competitiveness and boost long-term growth. Reforms should streamline business regulations, contain public sector wage dynamics, and reduce costs of key production inputs. Over time, it is important to remove non-tariff barriers to exports, foster the adoption of new technologies, and address shortages of skilled workers.

Diverging from the studies of southern African migrant labor that focus on particular workplaces and points of origin, Bound for Work looks at the multitude of forms and locales of migrant labor that individuals—under more or less coercive circumstances—engaged in over the course of their lives. Tracing Mozambican workers as they moved between different types of labor across Mozambique, Rhodesia, and South Africa, Zachary Kagan Guthrie places the multiple venues of labor in a single historical frame, expanding the regional historiography beyond the long shadow cast by the apartheid state while simultaneously exploring the continuities and fractures between South Africa, southern Africa, and sub-Saharan Africa. Kagan Guthrie’s holistic approach to migrant labor yields several important conclusions. First, he highlights the importance of workers’ choices, explaining not just why people moved but why they moved in the ways they did: how they calculated the benefits of one destination over another, and how they decided when circumstances made it necessary to move again.
