Trade liberalisation and openness, as linchpins for development have been flagships of conventional economic policy advices to most African countries over the last few decades. Much of the orientation of the focus however has been on the impact of international trade on development rather than the requirements that development should inform the shaping of the international trading system so that African countries may be able to benefit from such trade. This view has permeated both academic debate and the Economic Partnership Agreement (EPA) Negotiation between the European Commission and groups of African Caribbean and Pacific (ACP) States. Of the 54African states, only South Africa is categorised by the United Nations Industrial Development Organization (UNIDO) amongst industrialised countries. The economic activities in Africa are still dominated by the production and trade of agricultural and mineral commodities. This situation is in spite of the longstanding Africa--European Union (EU) co-operation, which intends, among other things, to support Africa’s industrialisation endeavours. Imperatively, a long road to substantive levels of industrialisation still lies ahead of most African countries. This raises the question as to what role the international community could and should play in the twenty-first century to provide the support needed to expedite Africa’s industrial transformation. This book argues that to supplement the initiatives of each African country, international partnerships, of both a ‘North–South’ and ‘South–South’ nature, will serve better purposes if they are leveraged to develop productive capacities in African economies. In order to enable the African countries to leverage their traditional partnership with the EU for industrialisation, a paradigm shift is obligatory. The most recent EU-enlargements have considerably increased the number of small member states. In the EU-27, 19 countries have fewer votes in the Council of Ministers than the EU-average. These small states face a series of size-related disadvantages in day-to-day EU negotiations. Against this backdrop the book asks: are some small states better at coping with structural disadvantages than others? How active are small states in participating in day-to-day EU negotiations and why do some states use negotiation strategies more frequently than others? Under which conditions are the different negotiation strategies effective and when can small states punch above their weight? Based on more than 100 interviews with policy-makers and an analysis of a unique database on the negotiation activities of EU member states, this book explains how active participation is essential for the shaping success of small states and shows that small states are more influential with persuasion-based rather than bargaining-based strategies. Two case studies on the pesticides and the spirit drinks regulations further reveal that persuasion strategies are especially effective if the arguments match the nature of the issue at stake and resonate well with prior beliefs of addressees.
