]State trials reveal much about a nation's insecurities and shed light on important themes in political, constitutional, and legal history. In Canada, perceived and real threats to the state have ranged from dissent, disaffection, and the emergence of threatening ideologies to insurrection, riot, violent protest, and military invasion. The Canadian State Trials series will explore the role of the law in regulating such threats, from the period of early European settlement to 1971. The first volume and the planned series as a whole present a great deal of new material by prominent Canadian historians and legal scholars. Although certain Canadian political trials and security crises have received scholarly attention in the past, there has never been a comprehensive and systematic examination of the country's surprisingly rich record in this area. The eighteen essays in Volume I examine this record for the period 1608-1837, covering proceedings in New France, the four Atlantic colonies, the Old Province of Quebec, and the two Canadas. Women in Atlantic Canada won the right to vote and to run for office only after long, vigorous, and exhausting campaigns for the Great Cause. We Shall Persist explores the distinctive political contexts and common problems faced by advocates for women’s suffrage and wider rights in the Maritime provinces and Newfoundland. Despite virulent opposition in public and at home, most nonindigenous women in the region won enfranchisement in the immediate post–First World War era. This victory curbed the most blatant political misogyny and prepared the way for other rights, such as improved social assistance and access to birth control. Yet progress was uneven and even the movement itself was marked by class and racial inequities. We Shall Persist captures both the long campaign and the years of disappointment. This book is an insightful and detailed analysis of Canadian labour relations policy at the beginning of the 20th century, and of the formulation of distinctive features which still characterize it today. The development and reception of this policy are explained as a product of ideological and economic forces. These include the impact of international unionism on the Canadian working class, the emergence of scientific management in business ideology, and the special role of the state in economic development and the mediation of class relationships. The ideas and career of Mackenzie King, including his 'new liberalism,' and his activities in regard to the Department of Labour are examined, revealing how he moulded Canada's official position in the relations between capital and labour. With a focus on King's intellectual qualities in an international context, the author brings out another dimension, portraying him as Canada's first practising social scientist. The book examines implementation of policy through an analysis of the work of the Department of Labour through detailed case studies of government interventions in industrial disputes. The initial acceptance of the labour relations policy by the labour movement is explained and its repudiation in 1911 is examined against a background of setbacks which reflected its practical limits as much as its philosophical orientation. The result is a study which moves beyond a particular concern with labour policy to illuminate the contours of Canadian life in a crucial period of national development.

Constant Struggle looks for the democratic impulse in Canada’s past to deconstruct how the country became a democracy, if in fact it ever did.
