This report contains a description of the design and cost estimate of a new 150 GeV accelerator, designated the Fermilab Main Injector (FMI). The construction of this accelerator will simultaneously result in significant enhancements to both the Fermilab collider and fixed target programs. The FMI is to be located south of the Antiproton Source and tangent to the Tevatron ring at the FO straight section as shown in Figure 1-1. The FMI will perform all duties currently required of the existing Main Ring. Thus, operation of the Main Ring will cease following commissioning of the FMI, with a concurrent reduction in background rates as seen in the colliding beam detectors. The performance of the FMI, as measured in terms of protons per second delivered to the antiproton production target or total protons delivered to the Tevatron, is expected to exceed that of the Main Ring by a factor of two-tothree. In addition the FMI will provide high duty factor 120 GeV beam to the experimental areas during collider operation, a capability which does not presently exist in the Main Ring.

This thesis details significant improvements in the understanding of the nuclear EMC effect and nuclear shadowing in neutrino physics, and makes substantial comparisons with electron scattering physics. Specifically, it includes the first systematic study of the EMC ratios of carbon, iron and lead to plastic scintillator of neutrinos. The analysis presented provides the best evidence to date that the EMC effect is similar between electrons and neutrinos within the sensitivity of the data. Nuclear shadowing is measured systematically for the first time with neutrinos. In contrast with the data on the EMC effect, the data on nuclear shadowing support the conclusion that nuclear shadowing may be stronger for neutrinos than it is for electrons. This conclusion points to interesting new nuclear physics.

Fermilab has proposed the construction of a new 150 GeV accelerator called the Main Injector. This accelerator will replace the existing Main Ring in all its functions. The Main Injector is expected to perform at a significantly higher level than the Main Ring as measured either in protons delivered per cycle, protons delivered per second, or transmission efficiency. It is anticipated that following construction of this machine the antiproton production rate at Fermilab will exceed 1 x 1011 /bar p//hour and that a luminosity in excess of 5 /times/ 1031 cm/sup -1/ will be supported in the existing collider. Additional benefits accruing from this accelerator include reduction of backgrounds at the collider detectors, potential development of a third interaction region in the Tevatron, and the availability of slow extracted 120 GeV beams year around.
