For several years the economic and political relations of United States and Cuba have been quite close: the former growing out of our necessity of obtaining a large proportion of our domestic sugar supply abroad and the American investments in Cuba attendant upon this; the latter from the military significance of the island due to its proximity to our shores, and the desire to protect the investments of our nationals there. It is the aim of this paper to show how these factors have led up to the present Reciprocity Treaty and to forecast the effect of this treaty upon the bases of existing economic and political conditions, especially in the light of experience under the Reciprocity Treaty of 1902 which it replaced.
