In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. Sub-Saharan Africa has been marred by conflicts during the past several decades. While the intensity of conflicts in recent years is lower than that observed in the 1990s, the region remains prone to conflicts, with around 30 percent of the countries affected in 2019. In addition to immeasurable human suffering, conflicts impose large economic costs. On average, annual growth in countries in intense conflicts is about 2.5 percentage points lower, and the cumulative impact on per capita GDP increases over time. Furthermore, conflicts pose significant strains on countries’ public finances, lowering revenue, raising military spending, and shifting resources away from development and social spending.

The 2017 Near East and North Africa (NENA) edition of the Regional Overview of Food Security and Nutrition comes under the theme of “building resilience for food security and nutrition in times of conflict and crisis”. The report establishes a baseline against which to measure future progress towards achieving SDG 2 on ending hunger, food insecurity and malnutrition in NENA by monitoring the latest indicators for the SDG targets on hunger and food insecurity (SDG Target 2.1) and malnutrition (SDG Target 2.2). Beyond numbers, the report focuses on the fundamental factors that have driven improvements in food security and malnutrition: poverty reduction, economic growth, improvements in maternal and childhood nutrition and public health, increases in the quantity and quality of the food supply and cessation of violence. Moreover, the report brings into sharp focus the issue of conflict, which is the major driver of food insecurity in the NENA region. Food security in the NENA region is fast deteriorating, driven by conflict and leading to a widening gap in well-being between conflict and non-conflict countries. Conflicts have long-lasting impacts on the food security and nutrition of both affected and surrounding countries in the region. Not only is food security deteriorating in the conflict and spill over countries, but the high costs of perpetrating, containing, preventing and dealing with the consequences of violence undermine their ability to mitigate the decline in living standards.

While there is an extensive literature examining the economic impact of conflict and political instability, surprisingly there have been few studies on their impact on the probability of banking crises. This paper therefore investigates whether rising conflict and political instability globally over the past several decades led to increased occurrence of banking crises in developing countries. The paper provides strong evidence that conflicts and political instability are indeed associated with higher probability of systemic banking crises. Unsurprisingly, the duration of a conflict is positively associated with rising probability of a banking crisis. Interestingly, the paper also finds that conflicts and political instability in one country can have negative spillover effects on neighboring countries’ banking systems. The paper provides evidence that the primary channel of transmission is the occurrence of fiscal crises following a conflict or political instability.

Does the proliferation of post-atrocity remedies over the past 25-plus years—the human rights movement, reparations and other justice schemes, and memorials and counter-memorials—suggest promising alternatives to retributive criminal proceedings? Or does it mean that very little so far is working? This collection of essays, written by scholars with ties to Bangladesh, Bulgaria, Canada, Ghana, Indonesia, Iraq, and the United States, argues that a new post-atrocity framework is taking root. In search for a more reliably favorable post-atrocity succession, the volume’s contributors weigh the merits of practices circumventing the state, whose anemic performance has failed to manage large-scale violence and restore confidence in social stability and security. This ascendant phase includes citizen activism, historical dialogues, and witnesses’ accounts. Into the breach where state actors prevailed, citizens “from below” are seizing opportunities for independent intervention.
