Bringing together an interdisciplinary team of scholars, this book illustrates how and why cities are comprised by a mosaic of vulnerable human and ecological communities. Case studies ranging across various international settings reveal how 'urban vulnerabilities' is an effective metaphor and analytic lens for advancing political ecological theories on the relationships between cities, nature and development. Contributions expand upon conceptions of vulnerability as a static condition and instead present vulnerability as a phenomenon that is produced through complex and contentious planning histories, and which may, in turn, be politicized, exploited and-in some instances-contested. Expanding upon snapshot vulnerability assessments, this volume articulates vulnerability as a process that is marked by the accumulation of risk over time and the transference of risk across space and populations. Moving beyond notions of vulnerability as a singular, case studies demonstrate that social and ecological vulnerabilities are deeply integrated and, as such, are irreducible to one or the other. This volume also highlights how the production of vulnerabilities is frequently achieved through integrated and mutually reinforcing economic development and environmentally driven agendas. This collection thus suggests that vulnerability-and also forms of resilience-are implicated in efforts to plan for and manage sustainable cities. This book provides timely and provocative perspectives on a wide range of urban issues including: park management, gentrification, suburban expansion, sustainability planning, local organic food systems, hazards management, climate change activism and north-south flows of urban environmental externalities. Montopolis is a multiethnic neighborhood located approximately four miles southeast of downtown Austin. The area was long visited and occasionally occupied by various Texas Indian nations; the first documented European or American to settle here was Jessie C. Tannehill, who in 1830 built a cabin and townsite and gave the new community its pretentious name. Instead of establishing a permanent presence in Montopolis, however, subsequent European colonizers looked a few miles upriver to the new settlement of Waterloo, later to be called Austin. Rural and sparsely populated, the remainder of the 19th century saw the Montopolis area used primarily for plantation agriculture. In the 1920s, succeeding waves of Mexican migrants helped establish the modern neighborhood that exists today. Between the 1950s and 1970s, the City of Austin annexed Montopolis, although the area retains much of its rural character.

The fiscal year 1991 U.S. DOT Appropriations Act directed the Secretary of Transportation to conduct a National Bicycling and Walking Study. The five objectives of the study as specified in the Act were to: (1) Determine the current levels of bicycling and walking and identify reasons they are not better used as means of transportation; (2) Develop a plan for the increased use and enhanced safety of these modes and identify the resources necessary to implement and achieve this plan; (3) Determine the full costs and benefits of promoting bicycling and walking in urban and suburban areas; (4) Review and evaluate the success of promotion programs around the world to determine their applicability to the role required of the U.S. DOT to implement a successful program; and (5) Develop an action plan, including timetable and budget, for implementation of such Federal transportation policy. The purpose of this Interim Report is to document progress in addressing these five objectives. In dealing with each objective, this report summarizes available information, discusses what additional information is required, and outlines the approach to be used in collecting it.
