Technology Change and the Rise of New Industries explores why new industries emerge at specific moments in time and in certain countries. Part I shows that technologies which experience "exponential" improvements in cost and performance have a greater chance of becoming new industries. When "low-end" discontinuities incur exponential improvements, they often displace the dominant technologies and become "disruptive" innovations. Part II explores this phenomenon and instances in which discontinuities spawn new industries because they impact higher-level systems. The late twentieth century has seen profound changes in the character of the international economic order. According to the authors of this study, Canada has failed to come to terms with those changes. Our industrial policy is diffuse, ad hoc, and sectoral. Michael Atkinson and William Coleman argue that in order to analyse Canada’s industrial policy effectively, particular attention must be given to industry organization, state structures, and systems of interest intermediation at the sectoral level. To make such an analysis they introduce the concept of policy network, and apply it to three types of industrial sectors: the research-intensive sectors of telecommunications manufacturing and pharmaceuticals; the rapidly changing sectors of petrochemicals and meat processing; and the contracting and troubled sectors of textiles, clothing, and dairy processing. Through the lens of these sectors Coleman and Atkinson shed considerable light on the intersection of political considerations and policy development, and offer a new base on which to move forward in planning for economic growth.

This study of innovation - its intensity, the sources used for knowledge creation, and its impacts - is based on a comprehensive survey of innovation of Canadian manufacturing firms. Attention is paid to the different actors in the system, who both compete with and complement one another. The study investigates how innovation regimes differ across size of firm and across industries. Owing to the high degree of foreign investment in Canada, special attention is paid to the performance of foreign-owned firms. The innovation regime of Canadian innovators is compared with results of studies of other industrialized countries. The picture of a typical innovator is a firm that combines internal resources and external contacts to develop a set of complementary strategies. The study finds that innovating firms depend not only on R&D, but also on ideas and technology from various other sources, both internal and external to the firm.
