The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than ‘traditional’ western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called ‘emerging’ donors to gain soft power in the international sphere by improving their image and global influence. Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. Strengthening U.S.-Russian Cooperation on Nuclear Nonproliferation: Recommendations for Action offers the consensus findings and recommendations of a joint committee established by the U.S. National Academies and the Russian Academy of Sciences to identify methods of improving the ongoing cooperation between the two nations in this area. The report finds that the best way to realize the enormous potential of the U.S.-Russian relationship on nuclear nonproliferation is to reinvigorate the relationship between the two governments as a true partnership. It recommends that the U.S. and Russia establish a Joint High-Level Commission of government and non-government experts to assess their cooperation and devise a strategic plan for moving forward. It suggests that the Senior Interagency Group that was recently established by the two presidents be empowered to carry out this strategic plan. IMF lending practices respond to economic conditions but are also sensitive to political-economy variables. Specifically, the sizes and frequencies of loans are influenced by a country's presence at the Fund, as measured by the country's share of quotas and professional staff. IMF lending is also sensitive to a country's political and economic proximity to some major shareholding countries of the IMF -- the United States, France, Germany, and the United Kingdom. We measured political proximity by voting patterns in the United Nations and economic proximity by bilateral trading volumes. These results are of considerable interest for their own sake but also provide instrumental variables for estimating the effects of IMF lending on economic performance. Instrumental estimates indicate that the size of IMF lending is insignificantly related to economic growth in the contemporaneous five-year period but has a significantly negative effect in the subsequent five years.
