In 2021, the University Grants Committee of Hong Kong, the funding body for higher education in Hong Kong, initiated a scheme and associated grant fund with the aim of enhancing the use of technology for teaching in higher education institutions in Hong Kong. Much of the discussion about new technologies and social equality has focused on the oversimplified notion of a "digital divide."
