The publication is basically concerned with estimating costs for proposed military activities so that informed choices can be made among them. The study considers in detail the underlying principles of cost analysis and examines methods for analyzing the cost of total force structures as well as of individual systems. Cost categories are refined, particularly by providing categories for research and development activities which constitute an increasing share of system costs. By generalizing methods and examples, the analysis is extended to support and control systems as well as weapon systems. The usefulness of cost sensitivity analysis is explained and illustrated by examples, and methods are described for estimating system manpower requirements.

This report describes a methodology for estimating the non-recruiting costs of Reserve component changes in the U.S. Air Force and U.S. Navy and draws inferences about the factors that affect non-recurring unit costs. The report also addresses other cost effects associated with unit charges, including changes in annual recurring costs and indirect or force-wide costs. Construction, support equipment, and aircrew training costs account for the majority of the non-recurring costs in the various case studies. The findings suggest that non-recurring costs can be reduced if (1) the basing location has existing facilities; (2) prior-service aircrew personnel with experience in the new weapon system can be recruited; and (3) the Reserve unit is located on an Active base that has excess capacity and can share in various logistic-support assets. The traditional way of looking at military procurement at the end of World War II was in terms of hardware. Fairly early, however, it seemed to some RAND researchers that other things--such as real estate, people, supply, and maintenance--were involved. This realization led to the concept now called weapon systems analysis, which includes the political, economic and social, and technical and military considerations that make up a total system. All of these elements have to be taken into account when pricing futuristic hardware proposals. This paper, which was originally presented as a talk at Science Applications, Inc., in Los Angeles in January 1979, traces the major steps in the evolution of the process that developed, by 1961, into program budgeting, which is still in place in the Department of Defense.

Previous studies have shown that the Department of Defense (DoD) and the military departments have historically underestimated the cost of new weapon systems. Quantifying cost growth is important, but the larger issue is why cost growth occurs. To address that issue, this analysis uses data from Selected Acquisition Reports to examine 35 mature, but not necessarily complete, major defense acquisition programs similar to the type and complexity of those typically managed by the Air Force. The programs are first examined as a complete set, then Air Force and non-Air Force programs are analyzed separately to determine whether the causes of cost growth in the two groups differ. Four major sources of cost growth were identified: (1) errors in estimation and scheduling, (2) decisions made by the government, (3) financial matters, and (4) miscellaneous sources. Total (development plus procurement) cost growth, when measured as simple averages among the program set, is dominated by decisions, which account for more than two-thirds of the growth. Most decisions-related cost growth involves quantity changes (22 percent), requirements growth (13 percent), and schedule changes (9 percent). Cost estimation (10 percent) is the only large contributor in the errors category. Less than 4 percent of the overall cost growth is due to financial and miscellaneous causes. Because decisions involving changes in requirements, quantities, and production schedules dominate cost growth, program managers, service leadership, and Congress should look for ways to reduce changes in these areas.
