The Financial Times calls the region an "economic tiger" or even "the Engine Room of Europe" (Burt 1999, 1). Others do not see such good prospective and rather warn that "positive trends should not lead to total optimism ... [because, in their view,] economic integration comprising all states bordering the Baltic Sea is not easily to be visualized in the near future" (NEBI Yearbook 1998, 5). The decision of a company, whether to invest or to go public in a certain country, should be based (mainly) on the analysis of the region which is not always an easy task. The main objective of this paper is thus to analyse the economic situation in the Eastern Baltic Rim countries by looking at the integration process into the EU, the successes in attracting foreign investors, and the success of the transforming process in general by the means of a SWOT analysis. Theoretical information will give the ability to understand Chapters three through seven on strengths, weaknesses, opportunities and threats of the region.

The same line of thinking applies to all nations around the Baltic Sea. A general challenge for the Baltic Sea region is to broaden the interest of people in discussions of national approaches supporting sustainability. Finding effective instruments to support the process of sustainable development in countries in transition with an emerging and largely inexperienced entrepreneur community and economically fragile, is as important as the promotion of long-term integrated sustainability strategies in countries which have well established democracies. The knowledge of the ongoing changes and the driving social, economic and ecological factors essential for the implementation of sustainable development in countries in transition must be broadened. A special need seen in the three Baltic countries - Lithuania, Latvia, and Estonia - as elsewhere in the Baltic region, is the need to avoid development patterns of - business as usual and to gain access to information and to advancements in sustainable development both in Europe and worldwide. The Baltic countries now joining the EU have to build capacity, for example by establishing teams of young researches to draw up sustainable development strategies at the national level, which are consistent with European strategies. A bottom-up flow from the grass-root level is required to change the pattern of development strategies in the Baltic countries. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle.
