This book investigates the relationship between the character of political regimes in Russia's subnational regions and the structure of earnings and income. Based on extensive data from Russian official sources and surveys conducted by the World Bank, the book shows that income inequality is higher in more pluralistic regions. It argues that the relationship between firms and government differs between more democratic and more authoritarian regional regimes. In more democratic regions, business firms and government have more cooperative relations, restraining the power of government over business and encouraging business to invest more, pay more and report more of their wages. Average wages are higher in more democratic regions and poverty is lower, but wage and income inequality are also higher. The book argues that the rising inequality in postcommunist Russia reflects the inability of a weak state to carry out a redistributive social policy.

This book studies the evolution of the middle class in Russia after the fall of the Soviet Union. Using data from the RLMS (Russian Longitudinal Monitoring Survey), the volume covers the period of transition (1991-2008) during which many fundamental economic reforms were implemented. The first part of the book is devoted to a discussion of the concept of middle class and a description of the economic situation in Russia during the transition period. Particular attention is given to variations in the distribution of Russian incomes and the estimated importance of the middle class. The second part of the book focuses on the link between the middle class and income bipolarization. The third and last section of the book uses the semiparametric "mixture model" to discover how many different groups may be derived from the income distribution in Russia, as well as what the main socio-economic and demographic characteristics of those groups are. The mobility of households into and out of the middle class during the transition period is also studied in hopes of determining the factors that contribute to such mobility. Using rigorous empirical methods, this volume sheds light on a relatively unstudied economic group and provides insight for countries which are about to enter a transition period. This paper examines how regional disparities have evolved in Russia and how Russia’s system of intergovernmental fiscal relations is managing these disparities. Regional disparities have fallen over the past two decades but remain relatively high. Socioeconomic outcomes remain worse in lagging regions despite faster growth and convergence in income levels. The twin shocks of COVID-19 and lower oil prices appear to have impacted richer regions disproportionately. Compared to other large countries with federal systems of government, Russia stands out with its high reliance on direct taxes as a revenue source for its regions. Transfers from the federal budget to the regions provide some redistribution by reducing the dispersion in real per capita fiscal spending, but also tend to be associated with lower growth. The Russian fiscal system offers degrees of redistribution and risk sharing of around 26 and 18 percent, respectively—with in-kind social transfers contributing the most. Finally, federal transfers in the aggregate tend to be procyclical and are also fairly unresponsive to shocks to regions’ own revenues.

Does "empowerment" come hand-in-hand with higher economic welfare? In theory, higher income is likely to raise both power and welfare, but heterogeneity in other characteristics and household formation can either strengthen or weaken the relationship. Survey data on Russian adults indicate that higher individual and household incomes raise both self-rated power and welfare. The individual income effect is primarily direct, rather than through higher household income. There are diminishing returns to income, though income inequality emerges as only a minor factor reducing either aggregate power or welfare. At given income, the identified covariates have strikingly similar effects on power and welfare. There are some notable differences between men and women in perceived power. Whether formal education can equalize life chances of people with different backgrounds, or further exacerbate inequalities that inevitably exist in any society, depends largely on how equally the chances to attain education are distributed among different socio-economic groups. Large-scale political, socio-economic, institutional and structural transformations that newly independent republics underwent in the immediate aftermath of the breakup of the Soviet Union 25 years ago was bound to substantially change the distribution of those chances. Bridging the post-communist area studies with the social science scholarship on educational inequalities, with this thesis I study how inequalities in educational attainment changed in post-Soviet Russia and Georgia and what were broader implications of any such change. Using Gender and Generations Survey data from Russia and Georgia I have examined how chances of attaining various levels of education changed for people born to parents with different social status. I have used a merged dataset of repeated cross-sectional national survey from Russia to examine if returns to educational attainment changed during 1990s and 2000s. I find that while educational inequality has increased in both countries, particularly in attaining secondary education, returns to educational attainment, understandably small in the Soviet Union, did not increase much. This leads me to conclude that increasing educational inequalities did not contribute to the well-documented surge of income inequality. Finally, I used quasi-experimental approach to estimate the effect of the introduction of standardized university admissions examinations on the chances of access to highly selective universities. I find moderate support for the hypothesis that the standardized exams have equalized chances of students from various backgrounds to be admitted to selective universities.
