It is probably true, as the editor of these essays and studies by Ragnar Frisch points out, that the majority of economists are not well aware of the contributions made to their discipline by Frisch. This certainly does not apply, however, to econometricians. In fact, Frisch was one of the founding fathers of the Econometric Society and, for the first decade of its existence, its recognized leader in Europe. The annual European meetings were inspired by his enthusiasm, his unprecedented didactic talents and his amazingly diversified contributions. It is also clear that those members of the Swedish Academy of Sciences who selected candidates for the Nobel Memorial Prize in Economic Science, were fully aware of Ragnar Frisch's pathbreaking work when they decided to award him that famous Prize. While much of Frisch's earlier work has been published, in his later years of activity he harqly took the time to shape the results of his work in an optimal way for wider circulation. Although an impressively lucid writer, he evidently gave priority to solu tions of some of the planning problems he was involved in rather than to formulating them in the characteristically crystal-clear and well-structured expositions of earlier years. I very much welcome, therefore, Dr Long's initiative to make available to a wider public within the profession some of the few texts Frisch himself produced, probably under pressure from his immediate friends and col leagues.

In the past decade there has been growing recognition that economic development is not mainly exogenously determined but, to a large extent, is a transformation process induced and governed by economic actors who respond to competitive, institutional and political challenge. This 'challenge and response' model is increasingly accepted as a valid analytical framework in modem growth theory and also explains the popularity of endogenous growth approaches to technological innovation issues. However, a major and as yet largely under-researched topic is the question of the diffusion and adoption of new technological changes in the context of space-time dynamics. This diffusion and adoption pattern has obviously clear spatial and temporal variations connected with behavioural responses which may vary over time and different locations. This means that a closer analysis of spatio-temporal opportunities and impediments is necessary in order to fully map the complex interactions of technology and economy in space and time. This volume sets out to bring together a collection of original contributions commissioned by the editors to highlight the spatio-temporal patterns and backgrounds of the diffusion and adoption of new technologies. Some are in the nature of a survey, others.have a modelling background and again others are case studies. The contributions originate from different countries and different disciplines. This book is complementary to a previously published volume on technological innovation, Technological Change, Economic Development and Space, edited by C.S. Bertuglia, M.M. Fischer and G. This volume examines concepts of central planning, a cornerstone of political economy in Soviet-type societies. It revolves around the theory of “optimal planning” which promised a profound modernization of Stalinist-style verbal planning. Encouraged by cybernetic dreams in the 1950s and supporting the strategic goals of communist leaders in the Cold War, optimal planners offered the ruling elites a panacea for the recurrent crises of the planned economy. Simultaneously, their planning projects conveyed the pride of rational management and scientific superiority over the West. The authors trace the rise and fall of the research program in the communist era in eight countries of Eastern Europe, including the Soviet Union, and China, describing why the mission of optimization was doomed to fail and why the failure was nevertheless very slow. The theorists of optimal planning contributed to the rehabilitation of mathematical culture in economic research in the communist countries, and thus, to a neoclassical turn in economics all over the ex-communist world). However, because they have not rejected optimal planning as “computopia,” there is a large space left behind for future generations to experiment with Big Optimal Plans anew—based, at this time, on artificial intelligence and machine learning.
