This book examines the theory and global evidence on structural transformation along with stylised facts and implications using, among others, a dynamic panel model, for South Asia. The characteristics of the structural transformation process in Bangladesh bring out the relevance of a comprehensive and inclusive South Asian ‘brand’ in view of the challenges of large population size, high burden of poverty, rising inequalities and its compulsion to achieve rapid and sustained inclusive development. The analysis highlights several distinct characteristics of Bangladesh’s structural transformation including changes in value added, trade, employment, productivity, formal-informal jobs, and opportunities for low-skilled workers. The book suggests that the manufacturing sector could not create the required number of jobs and generate rapid absolute and relative productivity gains in the Bangladesh economy. Although the services sector has largely led output and employment growth, services subsectors with strong labour absorptive capacity have low average productivity. Hence, growth-enhancing structural transformation led by these subsectors is likely to be less dynamic than required for rapid employment-creating growth in the economy. The book’s analysis on COVID-19 and cyclone Amphan shows that an integrated disaster and development paradigm is needed for Bangladesh. An inclusive and health and well-being focused structural transformation presents the pathway to advance the people-centred approach to development in Bangladesh through both vulnerability reduction and investments in sustainable development that would offset both known and unknown disaster threats. The key for Bangladesh is to skillfully manage the ‘developer’s dilemma’ of achieving both structural transformation in terms of large productivity gains and inclusive growth for reducing poverty and rising inequalities. This book examines Nigeria, Africa’s largest economy and most populous country, and Asia in comparative development and sectoral perspectives. We traced the divergent growth in wealth between the two regions. It takes a novel approach of matching key growth sectors across five selected Asian countries and Nigeria in a cross-regional context. We found that state and institutional capabilities underlying the generation and diffusion of industrial and technological knowledge in Asia distinguished it from Africa. We employ quantitative and qualitative methods, including case studies and statistical/econometric methods, to analyze factors that separate the sample countries that made rapid economic progress in “catching up” and those that tend to be stagnating and “falling behind.” Progress made by Asian countries over the last five decades was due in large part to their pursuit of industrialization, technological acquisition underpinned by leadership, good governance, and policies in the right institutional contexts. The four Asian countries compared with Nigeria are Indonesia, Malaysia, South Korea, Vietnam, and Bangladesh. There was not one grand development formula; however, the strategy broadly consisted of industrial (vertical) diversification as well as (horizontal) diversification in agriculture. Building industrial capabilities that enable export competitiveness was critical. Again, while leadership is not usually included in factors of growth, the book devotes a chapter to Leadership and Industrialization and another to State Capacity Industrialization and Economic Growth. African countries on the contrary took the low road in exporting minerals and raw agricultural commodities with little value addition; in the process, Africa experienced a reversal of fortune. The African condition is manifestly a Reversal of Fortune because in the 1950s, they were ahead of, or equal to, Asia in per capita income as well as in other development metrics. We carried out empirical measurement of Reversal of Fortune manifested in economic, social, technological, and industrial conditions by analyzing the disparities in development metrics, particularly the levels and rates of growth of national incomes, industrialization rates, and Human Development Index (HDI). The differences are stark.

Book Description
Structural transformation involves the reallocation of resources from less to more productive uses. It involves growth in agricultural productivity and generation of higher productivity jobs in other sectors. In addition, in the longer-term, it can support poverty reduction. However, the transition process and its outcomes are frequently challenging – especially among the poor and vulnerable people and households, given the economic and social forces that pressure them to adapt to realities faster than they are able to. The objective of the paper is to show how social protection policies and programmes can contribute to structural transformation, smoothen the transition for the poor and vulnerable and facilitate changes in their livelihoods such that they are able to actively participate in the process of structural transformation. Social protection interventions help households to engage in new economic activities generated by structural transformation, allow them to better manage the risks of such transitions and provide a safety net for those who are not adequately equipped to adapt to the changing circumstances rapidly enough. The paper draws from an extended review of the literature to assess how social protection influences human capital, labor mobility, reallocation of resources, productive capital and access to technology. The paper shows that the potential for major benefits from social protection in smoothening transitions and transforming the income generating activities and livelihoods of individuals and households is significant, the actual impact however is smaller than actually desired or expected.
