This Green paper sets out the proposals for reforming and repositioning the services provided by the child maintenance system. This includes the full range of support to parents around separation to help them take the decisions that are in the best interest of both parents and children. The Government wants to encourage parents to draw on a range of support to help them reach family-based arrangements for child maintenance which will facilitate co-parenting and the ongoing involvement of both parents in children's lives. The main principles being: a family-centred approach; supporting families to take responsibility; a reformed statutory system and protecting the most vulnerable. The proposals include the introduction of a gateway to the statutory maintenance scheme; a package of support and, crucially, implementation of charges for statutory child maintenance services should individuals be unable to resolve the situation themselves. There would also be provision of a maintenance calculation for information only service. Levels of charges are still being considered but an upfront £100 application charge and £20 - £25 for the calculation only service is being looked at.

Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

This paper sets out the Government's approach for the future of child maintenance, building on existing legislation. It also launches a consultation on the details of policy implementation stemming from draft regulations which will underpin charging, and what will happen in existing cases under the Child Support Agency (CSA) during the closure process. In 2011/12 the Department for Work and Pensions spent almost £6 billion on providing help to 600,000 single parents through income-related benefits including Income Support, Housing Benefit, and Council Tax Benefit. Offsetting the cost of providing benefits to lone parents was a key objective of the original 1993 statutory child maintenance scheme. The Government's view is that too many parents come to see the CSA as the default option for arranging maintenance, and believes a better a way to secure effective maintenance arrangement, including financial maintenance is to support parents in reaching their own arrangements wherever possible. The publication is divided into eight chapters, with three annexes.

This report calls on the Government to establish a more efficient way to administer the statutory child maintenance service, the Child Maintenance and Enforcement Commission. It highlights that in 2009-10 it cost £572 million to administer its collection service but that only £1,141 million in maintenance payments reached children; a cost of 50 pence for every £1 collected. The report examines the Government's proposed reforms of the child maintenance system, as set out in the Green Paper 'Strengthening families, promoting parental responsibility' (Cm. 7990. ISBN 9780101799027). The report's recommendations include: non-resident parents should be required to pay child maintenance through direct deductions from their salaries or bank accounts, ensuring that parents with care receive agreed child maintenance payments on time and at the correct level; where a parent with care has taken all reasonable steps to reach a voluntary agreement, both the proposed application and collection charge for the service should be borne by the non-resident parent; the proposals for collection charges are excessive and unnecessarily complex and should be replaced by a single, modest administrative charge; the Government must ensure that its proposed network of improved advice and support services is operating effectively in all areas before charges for the statutory system are introduced; the proposed gateway process is a positive development, as mediation and collaboration could resolve problems for separating parents at the earliest stage; the operational weaknesses of the Child Support Agency, including ongoing IT problems and a reported £3.8 billion in uncollected payments must be addressed.
