Book Description
"In 2005, the Office of Management and Budget (OMB) issued a memorandum to federal agencies to identify three routinely purchased commodities that could be more effectively and efficiently acquired through the use of an acquisition approach called Strategic Sourcing. The memorandum requires agencies to implement Strategic Sourcing efforts to save the government money and improve performance on the more than $500 billion spent through contracting each year. In an effort to save millions of dollars of agency funds, concern has been raised by small business advocates that Strategic Sourcing efforts may narrow their opportunities and create bundled requirements which they are not able to meet. Strategic Sourcing concepts generally require national coverage for product or service provisions that may fall beyond a small businesses capability. Additionally the Obama administration has called for a reduction contracts awarded noncompetitively however, single award requirements are still within federal acquisition guidelines. If these requirements are procured under a single award effort, Strategic Sourcing can limit competition at the task and delivery order levels without incentivizing vendors to further reduce prices. This paper discusses ideas for how the government acquisition workforce can leverage small business participation through the use of subcontracting goals."--Abstract.

Book Description
" Since 2005, OMB has emphasized using strategic sourcing to improve efficiency in federal procurement. Strategic sourcing is a process that moves an organization away from numerous individual procurements toward a broader aggregate approach. GAO was asked to review how strategic sourcing affects small businesses, including small disadvantaged businesses. This report discusses (1) how OMB, GSA, and selected agencies have considered small businesses in their strategic sourcing efforts and (2) the extent to which data and performance measures are available on the inclusion of small businesses in strategic sourcing initiatives. GAO reviewed guidance and documentation from OMB, GSA, and five other agencies selected based on factors such as dollars awarded to small businesses. GAO also reviewed GSA data as of 2013, DHS data from fiscal year 2005 through the first quarter of fiscal year 2013, and agency reports from fiscal years 2005 to 2012. "

Sourcing Strategy

Sourcing Strategy PDF Author: Sudhi Seshadri
Publisher: Springer Science & Business Media
ISBN: 0387251839
Category : Business & Economics
Languages : en
Pages : 324

Book Description
Sourcing Strategy is about sourcing as a long term strategic activity. Myopic purchasing management stops short with describing functional procedures and procedural innovations such as online order processing. The goal of this book is not merely to document sourcing strategy, but to provide the tools to determine it. Therefore, rather than merely describe common sourcing processes, the book takes a normative approach to sourcing strategy. It argues for a rational, complete and integrated process view. It supports its recommendations with logical arguments from an interdisciplinary and analytical approach grounded in microeconomics, law and business strategy. Part 1 of the book explains the economic and business principles that underlie sourcing strategies. It derives policies that guide viable strategies to meet sourcing goals. Part 2 applies these to creative designs for standard sourcing scenarios.
