The field of geoengineering is at a crossroads where the path to high-tech solutions meets the path to expanding applications of geotechnology. In this report, the term "geoengineering" includes all types of engineering that deal with Earth materials, such as geotechnical engineering, geological engineering, hydrological engineering, and Earth-related parts of petroleum engineering and mining engineering. The rapid expansion of nanotechnology, biotechnology, and information technology begs the question of how these new approaches might come to play in developing better solutions for geotechnological problems. This report presents a vision for the future of geotechnology aimed at National Science Foundation (NSF) program managers, the geological and geotechnical engineering community as a whole, and other interested parties, including Congress, federal and state agencies, industry, academia, and other stakeholders in geoengineering research. Some of the ideas may be close to reality whereas others may turn out to be elusive, but they all present possibilities to strive for and potential goals for the future. Geoengineers are poised to expand their roles and lead in finding solutions for modern Earth systems problems, such as global change, emissions-free energy supply, global water supply, and urban systems.

Grants for research centers located in universities, medical centers, and other nonprofit research institutions account for about 9 percent of the National Institutes of Health budget. Centers are popular because they can bring visibility, focus, and increased resources to bear on specific diseases. One aspect of the new economy is a transition to a networked society, and the emergence of a highly interconnected, interdependent and complex system of networks to move people, goods and information. An example of this is the in creasing reliance of networked systems (e. g. , air transportation networks, electric power grid, maritime transport, etc. ) on telecommunications and information in frastructure. Many of the networks that evolved today have an added complexity in that they have both a spatial structure – i. e. , they are located in physical space but also an a spatial dimension brought on largely by their dependence on infor mation technology. They are also often just one component of a larger system of geographically integrated and overlapping networks operating at different spatial levels. An understanding of these complexities is imperative for the design of plans and policies that can be used to optimize the efficiency, performance and safety of transportation, telecommunications and other networked systems. In one sense, technological advances along with economic forces that encourage the clustering of activities in space to reduce transaction costs have led to more efficient network structures. At the same time the very properties that make these networks more ef ficient have also put them at a greater risk for becoming disconnected or signifi cantly disruptedwh en super connected nodes are removed either intentionally or through a targeted attack.
