This report summarises the discussions from a seminar held 30 and 31 August 2018 in Copenhagen on eHealth standardisation in the Nordic countries. The seminar was organised by the Nordic Council of Ministers’ eHealth group. The report represents the beginning of a more permanent Nordic collaboration in this area. Following the seminar and the subsequent analysis of the input from the seminar, the eHealth group has decided to establish a subgroup on eHealth standardisation.The scope of the report is limited mainly to technical standards, with some examples including semantic standards. The work of the sub group will take on both the former and the latter and will be elaborated further within the broader framework of the European Interoperability Framework in which organisational and legal standards are included.

Health IT is a major field of investment in support of healthcare delivery, but patients and professionals tend to have systems imposed upon them by organizational policy or as a result of even higher policy decision. And, while many health IT systems are efficient and welcomed by their users, and are essential to modern healthcare, this is not the case for all. Unfortunately, some systems cause user frustration and result in inefficiency in use, and a few are known to have inconvenienced patients or even caused harm, including the occasional death. This book seeks to answer the need for better understanding of the importance of robust evidence to support health IT and to optimize investment in it; to give insight into health IT evidence and evaluation as its primary source; and to promote health informatics as an underpinning science demonstrating the same ethical rigour and proof of net benefit as is expected of other applied health technologies. The book is divided into three parts: the context and importance of evidence-based health informatics; methodological considerations of health IT evaluation as the source of evidence; and ensuring the relevance and application of evidence. A number of cross cutting themes emerge in each of these sections. This book seeks to inform the reader on the wide range of knowledge available, and the appropriateness of its use according to the circumstances. The report outlines the current situation of cross-border data exchange between authorities in the Nordic and Baltic countries, while focusing on the three work packages of the presidency project: Studying in another Nordic-Baltic country, using health services in another Nordic-Baltic country, and the versatile use of the Nordic-Baltic legislative databases. Additionally, the barriers to cross-border data exchange was assessed based on the four interoperability layers of the European Interoperability Framework: legal, organisational, semantic and technical interoperability. The report will form the basis of the continued work of the presidency project.

The Nordic countries have reached a stage where the national level of development in the use of IT applications has extended to a Nordic level. This is partly a result of the Collaborative Net-work of Nordic eHealth Competence Centres, a voluntary group for experience exchange and common activities regarding ICT in healthcare. However, this Nordic co-operation needs to be strengthened and more structured, with the appropriate re-sources, legal foundation, skills and capacity, to further develop and exploit common solutions. This report is the result of a study carried out on request of the Nordic Council of Ministers, by Ministers for Social Affairs and Health. It has been carried out by the partners of the Collabora-tive Network of Nordic eHealth Competence Centres (Med-Com/Denmark, KITH/Norway, STAKES/Finland, Ministry of Health/Iceland, and Carelink/Sweden). Health informatics applications will be a cornerstone of the next generation healthcare delivery system.
