The Alberta Labour Relations Board administers collective bargaining legislation in the health care field & elsewhere. Under that legislation, it certifies unions to become the exclusive bargaining agent for a unit of employees, called the bargaining unit, that the Board says makes sense to group together for collective bargaining. The Board began moving toward standardized health care bargaining units in the 1970s, and is now undertaking a re-examination to bring certainty to policies affecting those units. This paper sets out the Board's initial recommendations for change in order to solicit support or objection to those changes. It first reviews the history of health care bargaining units in Alberta and the current state of affairs. It then discusses factors affecting standard functional bargaining units in health care, such as the health care sectors that require standard bargaining units, the reflection of the right to strike in a bargaining unit, and geographic boundaries of units. Finally, it sets out the number & description of standard health care bargaining units for the future. Recommendations presented throughout the report are also summarized at the end.
