Excerpt from Speech of Sir Charles Wetherell, at the Bar of the House of Lords: Against the Iniquitous Corporation Bill, on Thursday, 30th, and Friday, 31st July, 1835 Not with reference to the select body only, but with reference to the valuable privileges of the common burgesses, whom he felt himself bound in duty to take under his immediate protection. They solicited that their case should be taken out of the bill; the corporation was irreproachable, and it was universally acknowledged that Bristol was the second or third city of Great Britain. Now, London was left out, and he considered that Bristol had grounds equally strong for claiming its exclusion from the operation of this measure. In order that the case of Bristol might be separately considered, and fairly and reasonably dealt with, he had had instructions to support this petition, and was ready so to do; but after this he understood it was their lordships wish that the arguments against the principle and chief details of the bill should be consolidated, and that some two counsel should be heard on the subject. Under these circumstances, although in the Bristol petition he felt he had responsibility more than enough, and although it was greatly against his wishes and feelings to undertake at 24 hours' notice the defence of 183 different corporations, all the cases varying, varying the one from the other, yet in obedience to their lordships' order he would not shrink from the task imposed upon him, hazardous as he knew it to be, and great as was the responsibility. The very imperfect opportunity which he had enjoyed of examining the various documents and instruments which had poured in upon him, compelled him to throw himself upon the candour and indulgence of their lordships. Undeterred, however, by the difficulties with which he was surrounded, he should, in pursuance of the duties imposed on him, pursue the best course he could, and proceed in the most direct road that he could take in this unexampled case, so as to consume the smallest possible portion of their lordships' time. He begged to observe, that it would be a convenience if noble lords would take care to have the bill itself before them, together with the protest of Sir F. Palgrave and the posthumus protest of Mr. Hogg, improperly kept back, and brought to daylight in consequence of what had passed in their lordships' house. Sir Charles Wetherell. - I apprehend only in this respect, that your Lordship is not actually at the present moment one of the council. The Lord Chancellor. - Perhaps you ought to recollect another noble Lord, who has helped you to the best argument that has been urged against the claim, that is, the argument they found the most difficulty in grappling with, which you may guess, they did find so from their being so very shy of coming near it. Sir Charles Wetherell. - I am satisfied your Lordship will feel that if I am permitted to follow up my own views, I shall not be found doing your Lordships injustice. I cannot but know that another noble and learned Lord is also, but perhaps from a mistake in the printer, represented to be a subscriber to the institution. I mean no less an exalted individual than the Lord Chief Justice of England.
