Harding, of Ky;, On the President's Two Proclamations and the Two Rebellions: Delivered in the House of Representatives, in Congress, on the 21st of January, 1863 No person held to service or labor in one State under the laws thereof, es caping into another, shall, in consequence of any law or regulation therein, be discharged from such service or labor, but shall be delivered up on claim of the party to whom such service or labor may be due. This would seem to have been enough - all that could be de sired to secure 'to the 'states where it existed the absolute and ex elusive control of slavery. It was clear that no power over the institution was delegated or granted to the General Government; and now the door is forever closed against all interference from the free States.
