Excerpt from Speech of Hon. George D. Wise, of Virginia, in the House of Representatives: Thursday, March 3, 1887 However, its original establishment was in 1643, and its progress was gradual. Both sides protesting it should continue no long er than to the end of the war, and then be utterly abolished. But from its first origin to the present time its very name has been odious to the people of England. It has been kept up. However, to supply the enormous sums necessary to carry on the continental wars of Europe. The dispute arises as to the methods by which a sufficient income for the requirements of the Government shall be obtained, and not as to whether this or that article shall be taxed. When the work of a re vision of the tar1if shall have been entered upon I shall have something to say upon that subject also Its discussion would be out of place in this connection. But I will add that I will approach its consideration in a spirit of fairness to all interests, and with the purpose not to ih jure any domestic industries, but rather to promote their healthy growth. Both parties are pledged to a revision, and it is demanded both as a measure of justice to consumers and for the promotion of the general industrial prosperity.
