States like Russia and Ukraine may not have gone back to totalitarianism or the traditional authoritarian formula of stuffing the ballot box, cowing the population and imprisoning the opposition - or not obviously. But a whole industry of 'political technology' has developed instead, with shadowy private firms and government 'fixers' on lucrative contracts dedicated to the black arts of organizing electoral success. This book uncovers the sophisticated techniques of the 'virtual' political system used to legitimize post-Soviet regimes; entire fake parties, phantom political rivals and 'scarecrow' opponents. And it exposes the paramount role of the mass media in projecting these creations and in falsifying the entire political process. Wilson argues that it is not primarily economic problems that have made it so difficult to develop meaningful democracy in the former Soviet world. Although the West also has its 'spin doctors', dirty tricks, and aggressive ad campaigns, it is the unique post-Bolshevik culture of 'political technology' that is the main obstacle to better governance in the region, to real popular participation in public affairs, and to the modernization of the political economy in the longer term.

Recent scholarship has rediscovered the genuinely mass character of the Bolshevik-led revolution that toppled Russian absolutism in 1917. In this major study, Carmen Sirianni undertakes a comprehensive study of the forms of popular power that emerged in the course of the struggle against Tsarist, and their destiny in the formative years of the new Soviet state. He successively discusses the factory committee movement, the attitudes of the trade unions and the left parties towards workers control, the unfolding of dual power, the tole of the peasantry, and the organization of labour and industry in the civil war. The developing theme of these chapters - the unsettled, often antagonistic relationship between working-class and peasant initiatives and demands and Bolshevik political and economic conceptions - is subjected to theoretical examination in the second part of the book. Here Sirianni analyses the particular constitution of Lenin's Marxism, and discerns in it a 'productivist evolutionism' which, he maintains, adversely affected the Bolsheviks' appreciation of working-class self-organization both in industry and in the exercise of political power, and vitiated their perception of the rural masses. Finally, Sirianni sets Russian policy and experience in its international context, considering the different, but also limited, views of Gramsci and Pannekoek, and the 'councilist' movements of Western Europe. He concludes with a reflection on the subsequent course of the revolutionary state and the options available to its leaders, as the defeat of the Left Opposition and then of Bukharin prepared the triumph of Stalinism. Frustrated Democracy in Post-Soviet Azerbaijan follows a newly independent oil-rich former Soviet republic as it adopts a Western model of democratic government and then turns toward corrupt authoritarianism. Audrey L. Altstadt begins with the Nagorno-Karabagh War (1988–1994) which triggered Azerbaijani nationalism and set the stage for the development of a democratic movement. Initially successful, this government soon succumbed to a coup. Western oil companies arrived and money flowed in—a quantity Altstadt calls "almost unimaginable"—causing the regime to resort to repression to maintain its power. Despite Azerbaijan's long tradition of secularism, political Islam emerged as an attractive alternative for those frustrated with the stifled democratic opposition and the lack of critique of the West's continued political interference. Altstadt's work draws on instances of censorship in the Azerbaijani press, research by embedded experts and nongovernmental and international organizations, and interviews with diplomats and businesspeople. By studying the influence of the two main external actors in post-Soviet space, the EU and Russia, this study contributes to the increasing body of literature that studies the causes of democratic recession and authoritarian backlash in post-Soviet states and the role of regional actors in these processes. Empirically, the study finds the EU to be both a democracy-promoting and democracy-hindering actor in post-Soviet states. Russia’s impact, on the other hand, is far more negative than the literature on democratization and autocracy promotion typically suggests. It negatively affects both the quality of democracy of post-Soviet states and limits the EU's options for promoting democracy in its neighborhood.

A devastating challenge to the idea of communism as a 'great leveller', this extraordinarily original, rigorous, and ambitious book debunks Marxism-inspired accounts of its equalitarian consequences. It is the first study systematically to link the genesis of the 'bourgeoisie-cum-middle class' – Imperial, Soviet, and post-communist – to Tzarist estate institutions which distinguished between nobility, clergy, the urban merchants and meshchane, and peasants. It demonstrates how the pre-communist bourgeoisie, particularly the merchant and urban commercial strata but also the high human capital aristocracy and clergy, survived and adapted in Soviet Russia. Under both Tzarism and communism, the estate system engendered an educated, autonomous bourgeoisie and professional class, along with an oppositional public sphere, and persistent social cleavages that continue to plague democratic consensus. This book also shows how the middle class, conventionally bracketed under one generic umbrella, is often two-pronged in nature – one originating among the educated estates of feudal orders, and the other fabricated as part of state-induced modernization.
