Southeastern Europe is often portrayed as an area plagued by endemic nationalisms, a view that seems to be confirmed by the break-up of Yugoslavia. However, a closer look shows that the nation is not the only territorial unit of identification. Regions play an important role as well, especially those that look back on traditions that differ from those of the national state. Thus, the end of socialism also brought forward regional movements which articulated opposition to the dominance of the centralized state. These developments are furthered by the integration into the European Union, whose policy of a "Europe of the Regions" demands strong regional centres for the administration of structural funds and for the empowerment of the regions. The contributions to this volume address the dynamics of regions, regionalism and regional identities in present Southeast Europe, but also look into the history of individual regions. They provide ample material for understanding the complex nature of territorial identification in this rapidly changing part of Europe.

Twenty-five years into transformation, Central and Eastern European regions have undergone substantial socio-economic restructuring, integrating into European and global networks and producing new patterns of regional differentiation and development. Yet post-socialist modernisation has not been without its contradictions, manifesting in increasing social and territorial inequalities. Recent studies also suggest there are apparent limits to post-socialist growth models, accompanying a new set of challenges within an increasingly uncertain world. Aiming to deliver a new synthesis of regional development issues at the crossroads between ‘post-socialism’ and ‘post-transition’, this book identifies the main driving forces of spatial restructuring in Central and Eastern Europe, and charts the different regional development paths which take shape against the backdrop of post-crisis Europe. The year 2008 will be a decisive one for the process of regional cooperation in South East Europe (SEE). First, the transition from the Stability Pact to the Regional Cooperation Council (RCC) will become effective with the establishment of the RCC and its Secretariat in Sarajevo, indicating a major evolution towards more regional ownership. Secondly, the renewed and reframed Central European Free Trade Agreement (CEFTA), or CEFTA 2006, will officially enter into force for all parties. Third, the Slovenian European Union presidency will endeavor to reaffirm the 2003 EU Thessaloniki Agenda, and work towards the completion of the network of Stabilization and Association Agreements and the enhancement of regional cooperation in several areas. This book addresses the challenges and prospects of regional cooperation in SEE by considering the increased diversity in the region, the new divisions and contradictions induced by the latest round of EU enlargement, the coexistence of numerous cooperation programs, and the still unresolved hard security issues. The book also discusses why SEE countries should embrace the process of wider regional cooperation that goes beyond too-narrowly conceived regional frameworks. A pan-European approach links SEE with countries in the Black Sea region, the Caucasus, Central Europe, and the Mediterranean basin. Upgraded and broadened regional cooperation in SEE would not interfere with, but rather complement and reinforce, EU integration and the European Neighborhood Policy (ENP), requiring both innovative thinking and the careful recalibration of previous regional initiatives.

The book analyses state of play regarding regional level of government in the countries of South East Europe, particularly countries succeeding former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, and North Macedonia) using the research methods from the fields of Law, Public Administration and Political Science. The book offers fresh analytical perspective of the regional self-government issues in these countries, out of which every country has particular issues to deal with. Be it controversial territorial restructuring debate (Croatia), complex institutional system (B&H), dealing with territorial concentrated ethnic minorities (Serbia, Kosovo, North Macedonia) or the issue of small size and non/existence of regional forces (Slovenia, Montenegro). Besides the introductory (methodological) and concluding (synthesis, trends and issues for further research) chapters, the book contains country chapters written by experts from a particular country in the region who follow the same chapter structure which allows further comparisons. Besides that, the book contains three chapters on several cross-cutting issues such as position of ethnic minorities and their territorial (regional) concentration and institutional representation in the overall system of local and regional self-government, analysis of regional political parties and movements that influence the debate in these countries, and the analysis of position and interplay of decontenrated state administration and regional self-government in analysed countries.
