This book is a critical reading of contemporary interventionism, exploring how interventions shape the course of conflicts and reconciliation processes in Somalia. In a critical departure from the state-capacity consensus that has dominated the debate on terrorism and state failure, this book argues that conflict and sovereignty transformations in Somalia cannot be understood as the result of a gap in state-capacity, as multiple interventions have compromised the autonomy of the target state and society to act as sovereign. Destabilising Interventions in Somalia focuses on the humanitarian intervention of the mid-1990s, the Ethiopia–Eritrean regional proxy war in the late 1990s and the Global War on Terror in the 2000s. Examining the politics and mechanisms of multiple interventions, this book shows how interveners complicate and amplify existing conflicts, how they reiterate the international dimension of the conflict itself, and how they orient the target state towards the outsourcing of sovereignty functions. Key to this process has been the violent and exclusionary nature of interventions grounded in the aspiration of transforming existing political orders. Political, social and economic triggers have been identified to resolve or reduce violent conflict and disorder. The research used primary as well as secondary sources to study the issues and explore the problems inherent in an environment of scarce resources. Confrontations between the state and society were brought to a higher level of violence since the late 1970s following the Somali-Ethiopian war. The author explored avenues for reconciliation and nation-building and introduced several models as possible strategies for nation-building. Conclusively, a home-grown, traditional mechanisms model was recommended which entails the following policy prescriptions to achieve long-lasting peace and security for Somalia: 1. Governance structures of law and order. 2. Resources: De-escalating conflicts by opening up negotiating opportunities of land and property. 3. Complete demilitarization of society. 4. International cooperation. A plan by the international community to reconstruct and rehabilitate Somalia is essential if we have to avoid a relapse into a chaotic, violent situation in Somalia.

This book argues that the effectiveness of the state apparatus is one of the crucial variables determining human rights conditions, and that state weakness and failure is responsible for much of the human rights abuses we see today. Weak states are unable to control their own agents or to police abuses by private actors, resulting in less accountability and more abuse. By contrast, stronger states have greater capacities to protect human rights; even strong authoritarian states tend to have better human rights conditions than weak ones. The first two chapters of the book develop the theoretical connections between international law, sovereignty, states and rights, and the consequences of state failure for these relationships. The empirical chapters (Chapters 3-6) test the validity of these theoretical claims, employing a multi-method approach that combines quantitative and qualitative methods. Englehart uses case studies of Afghanistan, Burma/Myanmar and the Indian state of Bihar to analyze types and patterns of state failure, based on analysis of NGO reports, archival research, primary and secondary texts, and interviews and field research. Examining what happens to human rights when states fail, the book concludes with implications for scholars and activists concerned with human rights. This book will be of great use to scholars of international relations, comparative politics, human rights law and state sovereignty.
