This book examines the ways in which knowledge that is inordinate, excessive, and overwhelming comes to mark everyday life in low-income, poor neighborhoods in Delhi with crumbling infrastructures and pervasive violence. Based on long-term ethnography in these spaces, this book provides a detailed analysis of the institutions of the state, particularly of policing and law in India. It argues that catastrophic events at the national level and the techniques of governance through which they are handled secrete forms of knowing that get embedded into the nooks and crannies of everyday life, eroding trust, sowing suspicions, and leading to an exhaustion of capacity for care. Yet the paths to survival honed within these spaces generate critique that compels us to ask how punishment and torture become routinized in democracies. Following the paths of those who struggle with these questions in these neighborhoods, the book finds that deep philosophical questions, such as the inhuman as a possibility of the human rather than its boundary, arise in the weaves of these lives and are experienced as a dimension of the social. This book will be of great interest to students and scholars in anthropology and throughout the social sciences and humanities.

The problem of how, where, and on what terms to house the urban masses in an industrial society remains unresolved to this day. In nineteenth-century Victorian England, overcrowding was the most obvious characteristic of urban housing and, despite constant agitation, it remained widespread and persistent in London and other great cities such as Manchester, Glasgow, and Liverpool well into the twentieth century. The Eternal Slum is the first full-length examination of working-class housing issues in a British town. The city investigated not only provided the context for the development of a national policy but also, in scale and variety of response, stood in the vanguard of housing reform. The failure of traditional methods of social amelioration in mid-century, the mounting storm of public protest, the efforts of individual philanthropists, and then the gradual formulation and application of new remedies, constituted a major theme: the need for municipal enterprise and state intervention. Meanwhile, the concept of overcrowding, never precisely defined in law but based on middle-class notions of decency and privacy, slowly gave way to the positive idea of adequate living space, with comfort, as much as health or morals, the criterion.Not just dwellings but people were at issue. Wohl has extensively researched local archives and, in particular, drawn on the vestry reports which have been relatively neglected. This book is an earnest effort in understanding the slums and their needs by taking a case study of Kalaburagi, India. This study aims to contribute sustainable methodologies to advance the living conditions of slum dwellers and for better execution of slum policies. The core objectives are: 1) mapping the existing slums of Kalaburagi (formerly Gulbarga) city using slum ontology from very high-resolution data and validating the slum map through ground survey and using reliable data; 2) developing a model to understand the factors which are responsible for the present growth as well as to predict the future growth of slums; 3) estimating the housing demand of urban poor and suggesting a suitable site for the rehabilitation program; and 4) suggestions for the better intervention of government policies with special reference to in-situ program. Urban is the future, and slums are its reality. Sustainable development goals are directly and indirectly concerned about the increasing urbanization and the slums. Housing the urban poor and affordable housing to all are the national missions. Practically making these plans successful depends on a deep understanding of urban issues and proper methodology and technology to handle it. The participatory slum mapping, cellular automata slum model, housing demand analysis, and the spatial decision support system demonstrated in the book help in monitoring and managing the slums and thus lead towards a slum-free India.
