Research into various other aspects of Ishiwajima-Harima Heavy Industries (IHI's) shipbuilding system led to suspicion that Japanese and American shipbuilders differed greatly in their development and employment of college-educated middle management. The research indicated that Japanese shipbuilders cultivate and exploit middle management to a far greater degree. Thus, additional research was begun under the title, Role and Development of Middle Management. Later, discovery was made that IHI s management development approach conformed with basic principles of organization and management as taught in U.S. universities. Thus, the project was redirected to include the influence of traditional functional organization versus a product organization such as IHI s. This report concludes that an effective management development program is impossible with a traditional functional organization. Further, the research disclosed that: IHI s impressive management development program was possible because of a form of product organization applied to shipbuilding, and far from being the result of Japanese culture, the marriage of product organization and management development is regarded as vital by various outstanding firms in the U.S. and is well documented by American academia. Japanese shipbuilding managers seem to have read U.S. textbooks. Thus, the appropriate question is not, What are the Japanese doing? Instead, it is, What are U.S. shipbuilders not doing?

The National Shipbuilding Research Program (NSRP), in an effort to revitalize commercial shipbuilding in United States, is funding research projects designed to provide better tools and insight to world class commercial shipbuilding practices. The need for a complete set of comprehensive US National Commercial Shipbuilding Standards was the basis for this project. This report will provide a summary level analysis of the project findings along with the management plan. During this project several documents were prepared in a format which would facilitate safety and health management of contractor activities at shipyards. The elements of a good contractor health and safety management program include management support for the program, a procedure for selection and evaluation of contractors, orientation of contractor personnel to the shipyard, methods for monitoring contractor performance, and overall evaluation of the program. This report provides sample documents that incorporate these elements in a comprehensive program. Shipyards may use these materials as templates to assist them in developing and implementing their own contractor health and safety programs.

What is the optimum organizational pattern in a shipyard for application of Numerical Control (NC)? A precise answer to this question does not exist. Many things influence a shipyard s operation: management attitudes, personnel availability, finances, and geographical limitations are but a few. Without consideration for any of these factors, a good NC structure for a shipyard should be as follows: A computer applications section to develop or procure the software necessary for a good NC program; A fairing group, established in a department, that has the ability to manually fair a ship, and the adaptability to learn computer fairing; A scientific section that uses the data base for hull calculation programs, and provides the basic information needed for fairing and hulload; A hull engineering department, producing accurate drawings by utilizing the data base for drafting purposes, and supplying detailed information for fairing and hulload; A hulload group initial loading comprised of engineering and NC loft people -- of the data base should be done by hull engineering, with the NC loft, taking responsibility for the maintenance of hulload when part generation begins; and An NC mold, under production management, whose duties include part generation and nesting programming, as well as data base control -- this group should have access to whatever equipment is necessary to accomplish their duties. A review of the NC operations of several successful shipyards will be an effective method of determining a suitable NC system. Such a study will enable management to decide what hardware, software, and organizational pattern would best suit their needs.
