Zusammenfassung: This book advances a much-needed "postcolonial" framework in analyzing the police. It seeks to deepen our understanding of the police's role in maintaining Western global domination throughout the American region despite the violent end of colonial rule. Building on Chevigny's (1995) classic study, this book seeks to draw renewed attention to the role of police in perpetrating state violence and serving as the tip of the spear of state power. It seeks to understand the construction of marginality and the multiple and intersecting structures of colonial domination, before shining a light directly on the crimes of the state, in an attempt to hold criminal state organizations to account. Public Security and Police Reform in the Americas examines the problems of security and how they are addressed in Latin America and the United States. In 1992, at the end of a twelve-year civil war, El Salvador was poised for a transition to democracy. Yet, after longstanding dominance by a small oligarchy that continually used violence to repress popular resistance, El Salvador’s democracy has proven to be a fragile one, as social ills (poverty chief among them) have given rise to neighborhoods where gang activity now thrives. Mano Dura examines the ways in which the ruling ARENA party used gang violence to solidify political power in the hands of the elite—culminating in draconian “iron fist” antigang policies that undermine human rights while ultimately doing little to address the roots of gang membership. Drawing on extensive ethnographic fieldwork and policy analysis, Mano Dura examines the activities of three nongovernmental organizations (NGOs) that have advocated for more nuanced policies to eradicate gangs and the societal issues that are both a cause and an effect of gang proliferation. While other studies of street gangs have focused on relatively distant countries such as Colombia, Argentina, and Jamaica, Sonja Wolf’s research takes us to a country closer to the United States, where forced deportation has brought with it US gang culture. Charting the limited success of NGOs in influencing El Salvador’s security policies, the book brings to light key contextual aspects—including myopic media coverage and the ironic populist support for ARENA, despite the party’s protection of the elite at the expense of the greater society.

Many countries throughout Latin America have experienced high levels of corruption, drug trafficking, and violence, which has created elements of fragility. The book is comprises case studies that explore the nature of violence in countries throughout the region. Moreover, it seeks to address some of the ways in which governments have sought to address violence. The cases examined in this volume are quite diverse, illustrating different types of violence as all of the countries in Latin America are not the same. Countries like Brazil, Colombia, El Salvador, Guatemala, and Mexico have high levels of drug trafficking and organized crime. Strategies designed to combat drug trafficking organization, particularly in Colombia, Mexico, and Brazil, and counter-gang strategies in Central America have help foment violence as these various criminal organizations have responded to such government policies. Yet other countries, like Peru and Bolivia, have much lower levels of violence. However, the perception of insecurity is quite high despite the fact that Peru has one of the lower homicide rates in the country. On the other hand, the nature of violence in Bolivia is quite different. This country does not have a homicide rate like El Salvador, but the country has witnessed public lynchings and other forms of violence. This volume is an effort to better understand the major trends in political violence in this particularly violent region.

The feeling of insecurity is a little known phenomenon that has been only partially explored by social sciences. However, it has a deep social, cultural and economic impact and may even contribute to define the very structures of the state. In Latin America, fear of crime has become an important stumbling block in the region’s process of democratization. After long spells of dictatorships and civil wars, violence in the region was supposed to be under control yet crime rates have continued to skyrocket and citizens remain fearful. This analytical puzzle has troubled researchers and to date there is no publication which explores this problem. Based on a wealth of cutting edge qualitative and quantitative research, Lucía Dammert proposes a unique theoretical perspective which includes a sociological, criminological and political analysis to understand fear of crime. She describes its linkages to issues such as urban segregation, social attitudes, institutional trust, public policies and authoritarian discourses in Chile’s recent past.
