The public education system in Korea has been influenced by a variety of concepts: neo-Confucian precepts learnt from Imperial China; disciplines imposed by the Japanese colonial regime; and to a certain extent the alternative codes offered by Western educators and missionaries. This paper traces the development of public education in Korea, focusing primarily on the system under former President Park Chung Hee, and seeks to identify the effect public education has had on Korean politics and society. The author suggests that the remarkable economic progress experienced by Korea has been dependent upon the ability of the public education system to produce an industrious, literate and relatively docile workforce. However, at a tertiary level the system has produced a highly political force, one which successive governments, from Japanese times, have watched with apprehension. The author's conclusion that ' nearly 30 years after Park's accession to power, and 10 years after his death, many of the questions raised during his time are still unanswered' raises timely and important considerations.

Monetary policy can play a role rebuilding the credibility of the anchor more rapidly through the adoption of inflation-forecast targeting. This strengthening of the monetary policy framework involves enhancing communications. An effective, credible monetary policy cannot address all macroeconomic challenges facing Korea. Rather, it can foster robust growth with low inflation, providing a stable and predictable environment that allows other policies to work more effectively. These other policies play a complementary role. Fiscal policy can reinforce the effectiveness of monetary policy, as illustrated by model scenarios. Structural policies can also support monetary policy by, for example, boosting potential growth.
