City-regions are areas where the daily journeys for work, shopping and leisure frequently cross administrative boundaries. They are seen as engines of the national economy, but are also facing congestion and disparities. Thus, all over the world, governments attempt to increase problem-solving capacities in city-regions by institutional reform and a shift of functions. This book analyses the recent reforms and changes in the governance of city-regions in France, Germany and Italy. It covers themes such as the impact of austerity measures, territorial development, planning and state modernisation. The authors provide a systematic cross-country perspective on two levels, between six city-regions and between the national policy frameworks in these three countries. They use a solid comparative framework, which refers to the four dimensions functions, institutions and governance, ideas and space. They describe the course of the reforms, the motivations and the results, and consequently, they question the widespread metropolitan fever or resurgence of city-regions and provide a better understanding of recent changes in city-regional governance in Europe. Agriculture within urban growth centres today is more than an economic or social left-over or a niche practice. What current discourses are relevant for border areas? What opportunities for and obstacles to integrated territorial development arise from the specific situation of border regions? How can these be utilised or overcome in a goal-oriented way? These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

This paper examines the Islamic Republic of Mauritania’s adoption of its third Poverty Reduction Strategy Paper (PRSP) action plan, covering the medium term (2011–2015). Poverty reduction as the ultimate objective of all of the country’s economic social and institutional development policies has informed the context in which the third action plan is being implemented. The safe drinking water supply rate reached 52 percent nationally. In urban areas, the rate of access to private water main connections was 35 percent although it varied significantly from town to town. During the first year of implementation of the PRSP III, significant progress was made with actions targeting good governance and capacity-building in all areas of governance.
